초록

한국에 매니페스토 운동이 도입 된지 3년이 지나고 있다. 그 동안 한국에서 전개된 매니페스토 운동은 영국과 일본의 매니페스토 운동과 다른 이른바 ‘한국형 매니패스토 운동’으로 특징지어지고 있다. 아직 개념적 정의가 정립되지 않았지만 시민사회단체와 언론, 중앙선관위의 주도에 의하여 정치인들이 수동적으로 매니페스토 운동에 동참하는 특징을 보이고 있다. 도입초기에는 선거에 임박하여 정책선거 캠페인 위주의 매니페스토 운동에 집중 하였으나 선거 후 당선자의 공약이행에 초점이 맞추어 지면서 이행평가가 매니페스토 운동의 성공적 정착을 위한 중요한 변수가 되었다. 또한 연차적 공약이행평가로 단체장들이 공약이행에 높은 관심과 노력을 보이는 성과를 나타내고 있다. 그러나 공약이행평가의 이러한 효과에도 불구하고 아직 참여하지 않는 지자체도 많은 실정이다. 그리고 성공적 공약이행평가를 위하여 평가기준의 개발과 평가자의 전문성과 객관성 그리고 대표성의 확보를 위한 주관단체의 노력도 필요하다. 또한 이를 정책적 및 법ㆍ재정적으로 지원하기 위한 중앙선관위의 적극적 노력이 더 필요하다. 더욱이 언론의 역할도 중요하다. 선정적 보도 행태에서 벗어나 정책평가와 분석에 집중된 보도로 유권자들의 관심을 유도하는데 노력해야 한다. 특히 ‘한국형 매니페스토 운동’은 특히 지방자치제도의 발전에 중요한 역할을 하는 것으로 평가되고 있다. 왜냐하면 특정지역의 특정정당의 독식이 뚜렷한 지금의 현실에서 집행부와 의회가 동일정당출신인 지방정부를 견제할 제도적 수단이 없는 실정이기 때문이다. 매니페스토 운동의 성공적 정착과 발전이 지방자치제도의 발전을 위한 유효한 대안으로 평가되고 있다.

영어초록

It has been three years since an 'election manifesto pledge fulfillment movement' (hereafter manifesto movement) was first introduced in Korea. During the period of time, Korea has developed its own style of the manifesto movement, differently from the those of other countries, such as the UK and Japan. The definition of a manifesto movement still remains in vague in Korean society. Nonetheless, looking at the actors of the movement, civil society organizations, the media and the National Election Commission(NEC) have been actively involved but it is not the case for the politicians.
At the beginning stage of the movement, the movement actors focused on assessing the issues and contents of the policies during the election campaigns. However, after the elections, the actors began to pay attention to whether or not the elected have made efforts to fulfill or how much they have fulfilled their manifesto pledges. As a result, the assesment on election campaign policies on a regular basis has become a very important factor determining the success of the movement. Due to the assesment and particularly, the disclosure of the assessment outcomes on the media has given pressure to the incumbents to make more efforts than before to fulfilling their pledges .
Yet, regardless of the increase in the importance of the fulfillment of their manifesto, there still exist a number of the incumbents who rarely participated in the assessments. Another problem emerged from the assessments is that the assessment criteria, as well as the standards for the assessment have not been systematically developed. As a result, the assessors often confront the accountability problem with their assessment outcomes. In addition, the qualification of assessors is also another area to be considered in order to get the assessment results to be more accountable.
Moreover, the National Election Commission is required to provide legal provisions which support the assessments for the manifesto of the incumbents or electoral candidates. The role of media is also significant in attracting the voters' attention to the manifesto movement. In particular, the media needs to make efforts to provide more analytical and balanced information of the movement and especially, the assessments results.
In conclusion, a manifesto movement is important at a local self-government system. This is because many regions of Korea have one particular political party that dominates both the local governments and assemblies. This becomes problematic because in that case, it is impossible for the assemblies to check the local governments systematically. In this context, the manifesto movement is regarded as an alternative mechanism to check the local governments' policy performance. Therefore, this study highlights the importance of the movement and the needs for an appropriate environment in support of the movement.
