(Openning of the education market is an inevitable choice)경제자유구역 내에 외국인학교의 설립을 대폭 자유화하는 방향으로 교육부가 정책 방향을 잡았다. The Ministry of Education decided to make easier the establishment of foreigners’ school within the free economic zone. Opening up of the education market may be helpful to forming groundwork to induce foreign capitals. What is more important is the fact that our education now is in need of urgent reform even through introducing external shocks. Mistrust on the crippled education is the worst it is ever. In the first half of this year, about 1,1000 middle and high school students left the country to study abroad. This number is nearly double that of last year, and shows evidence that education consumers turned away their eyes from the country’s education system. It is the result of 30 years-old policy of school standardization, which had already proven to be a fiasco. In addition, Korea’s universities have sought for only quantitative expansion with no improving their competitiveness, which precipitated their downturns. In order to save our education on the brink of collapse, there is no way other than to induce the competition among education institutions. In this regards, the opening of education market is expected to serve as catalyst. To the end, more autonomy should be granted to schools so that they can foster their competitiveness on their own feet. The opennig of education market can cause some side-effects such as the downfall of financially unsound collages and aggravating sense of deprivation among low income class. However, as the future of Korea depends on the abilities of educational institutions to cultivate competent manpower, this issue should be considered from long-term point of view.‘교육주권을 팔아먹는다’는 식의 감정적 대응이나 자신들의 이해관계에만 집착한 교직단체들의 반대 논리로는 나라와 교육의 앞날을 열어갈 수 없다.Some emotional responses based on the logic of education sovereignty and attempts to protect invested interests by teachers’ unions are not helpful for the development of country’s education.
After several months of delay, on February 13th, the South Korean Parliament approved a plan to deploy 3,000 troops to Iraq. The troop dispatch will add a strong combat force to the 465 Korean military medics and engineers who have been in Iraq since May 2003. This decision was not necessarily an expression of Seoul's outright support for this war, but the result of an objective assessment that considered Korea's national interests. It is also based on Realpolitik, a policy of focusing on realities rather than ideals. Therefore, the troop dispatch to Iraq can be justified from realist perspective. Firstly, it is a reality that Korea's best national interest lies in a close military alliance with the United States. They may not want to admit it, but it is a sad reality that South Korea by itself is incapable of deterring and defending a possible aggression by North Korean forces.
Ⅰ. Introduction International regimes have been defined as social institutions around which actor's expectations converge in a given area of international relations.Hegemonic Stability Theory has contended the existence of a single dominant power is necessary for the establishment and maintenance of international regimes. But this article presents alternative approach to international regimes, focusing on the impact of social purpose and normative framework of regimes.Ⅱ. New Approach to International Regimes 1. Intersubjective quality of International regimes International regimes should be understood not simply by some descriptive inventory of their concrete elements, but by their generative grammar... in the context of an intersubjective framework of meaning.
Every nation has some kind of leader. Since most nations have some form of democratic government, the chief executive(such as president or prime minister) in those countries is elected by a vote of the people. To best serve those people, it is very important qualities are honesty and empathy. The leader of a country must be honest. Unfortunately, politicians often have not earned the trust of their constituents. In many countries, in fact, politicians are the butt of jokes that indicate that they are self-serving, corrupt, or dishonest. It is very important for political leaders to have characters of the highest quality and to be completely honest both personally and professionally. If a leader is caught in a lie even once by the press, his credibility with citizens falls precipitously.
Firstly, President Roh has been impeached for saying that he would do whatever is legally possible to help the Uri party, which backs him, to gain seats in the election.Although presidents are barred from campaigning in legislative elections, this answer to reporters' question was harmless. Removing an elected president from his constitutional position must require a serious violation of law. In this regards, the opposition's excuse is unreasonable. Their actions may be motivated by the intention to get the upper hand of pro-Roh party in the upcoming general elections.
