국제자유도시 성공적 추진The Drive for a Successful International Free City지금 저는 파아란 빛깔의 쑥부쟁이[Aster yomena] 한 송이를 보고 있습니다. 바람이 차가워지는 겨울의 입구에서 이리저리 꽃잎을 흔드는 쑥부쟁이 한 송이. 다른 꽃들은 이미 시들어 줄기마저 말라버린 때, 이제서야 파아란 꽃을 피워낸 쑥부쟁이를 보면서 이 꽃이 뿌리를 박고 있는 제주를 생각합니다.Right now, I am looking at a blue sagebrush flower [Aster yomena], the flower which shakes to and fro in the cold, early winter wind. When I see that all the other flowers have already withered away but our flower remains, I think of Jeju, the place where the blue sagebrush flower has its roots.국제 자유도시 제주, 우리 나라가 가진 한계 상황을 돌파할 수 있는 마지막 희망이 제주라는 것을 생각할 때, 어쩌면 이 땅은 우리가 가진 최대의 축복인지도 모릅니다. 또한 세계화, 이 단어에는 상당히 다양한 의미가 내포되어 있습니다. 하지만 이 단어는 동전의 양면처럼 긍정적인 면과 부정적인 면이 동시에 자리하고 있음도 기억해야 할 것입니다. 이 말은 결국 추진 주체의 의지와 노력에 따라 그 결과가 전혀 달라질 수 있음을 의미하기도 합니다. 자칫하다가는 지역이 소외된 세계화의 결과, ‘우리’라는 자아정체성을 상실하여 세계의 미아가 될 수 있음을 간과해서는 안 될 것입니다.Jeju, the International Free City, is the last hope for our country to break through its limitations and it is possible that the land [of Jeju] we posrphans of the world by losing our self-identity.하지만 우리 속담에 ‘구더기 무서워 장 못 담그랴.’는 말이 있습니다. 몇 가지의 부정적 결과를 우려해서 우리가 그리고 있는 장밋빛 청사진을 포기하는 것도 어리석은 일일 것입니다. 이미 제주를 국제적인 관광, 휴양도시 첨단 지식산업 도시 등의 복합적인 기능을 갖춘 국제자유도시로 육성 발전시키기 위하여 제주국제자유도시 종합계획은 마련되었습니다.There is a Korean proverb that says, “One cannot prepare bean paste for fear of [seeing] worms”- if we throw away our plans for fear of a few bad things, this is truly foolish. Jeju is already an international tourist and leisure destination and it has spearheaded a program to create a knowledge industry in addition to developing multiple capacities for achieving the comprehensive plans of the Jeju International Free City (JIFC).전면적인 세계경제의 개방화와 자유화 산업의 지식기반화와 정보화 삶의 질과 환경가치를 중시하는 도민의식의 전환 등, 급변하는 시대적 조류에 적극적으로 대처하고 지역의 창의적인 발전체계를 구축하기 위한 비전과 전략이 필요한 때입니다. 또한 제주를 “세계 평화의 섬” 조성을 목표로 삼고 있어 제주국제자유도시 추진이야말로 이 시대의 명제임에 틀림없습니다.Amidst the movement towards global openness, freedom, knowledge/information industries, quality-of-life and environmental concerns, 외국인들에 대한 안내를 하도록 하는 방안을 시행하고 있습니다. 하지만 이는 참으로 의미 없는 계획입니다. 국민들에게 모국어를 사용하는 수준으로 영어 구사 능력을 배양한다는 것은 어차피 불가능한 일입니다. 따라서 외국어 통역 및 번역 전문가들을 집중 양성하는 방안으로 전환되어야 할 것입니다. 이를 바탕으로 외국인들은 저렴한 비용으로 유창한 외국어를 구사하는 통역 전문가들의 고급서비스를 받도록 하고, 지역에서는 이를 바탕으로 고용 창출효과는 물론, 서비스 비용을 수익으로 지역 경제를 활성화시킬 수 있는 방안이 될 것입니다. 셋째는 제주도가 도서라는 한계를 극복하기 위해서는 초고속 통신망의 확충도 절실한 실정입니다. 현대는 정보화시대라고들 합니다. 정보화로 무장된 첨단 도시, 이는 우리 제주가 지향해야 할 미래일 것입니다.In order to move forward, we must solve several outstanding issues. First, it is an urgent reality that we need an international hub airport of appropriate scale. In order to offset the natural isolation of being an island, there must be a harmonious and smooth movement of human and material resources, and to this end, we must carry out airport construction right away. Secondly, we must also seriously consider our region’s ability to use foreign languages and whether this is a substantive issue. Right now the nation’s plan is to have everyone learn English so that they can at least greeitations of island communication, we must upgrade to a higher-speed network. People say that the current era is the information age so we must lead the way by making a fully equipped “information city” our future goal.이를 바탕으로 제주가 지니고 있는 다양한 장점들을 최대한 활용해야 할 것입니다. 이를테면, 뛰어난 자연환경과 양호한 기후조건, 낮은 범죄율과 안전한 생활환경, 국제적인 공항과 수심 깊은 항만보유, 높은 수준의 교육기관 입지, 광범위한 편의시설과 관광산업, 컨벤션 기반 시설 확보, 도로 및 전력·통신 기반시설 확보 등이 제주가 지닌 장점들이라 할 수 있을 것입니다.These are the various basic advantages that Jeju must maximize and use. For this to happen, we must also maintain an excellent natural environment and good climate, highlight our low crime rate and safe living environment, construct a world-class airport and deep-water port, raise the educational standard, create extensive convenience facilities for tourists, increase our convention-hosting capacities, and upgrade electric and communications facilities.이러한 계획의 성공적인 추진을 위한 전략은 백년대계를 위한 환경친화적인 개발계획수립과 자손만대에 후회 없는 국제자유도시로 만드는 것이 매우 중요하다고 봅니다. 그러기 위해서는 세계 속의 제주라는 명제 앞에 도민합의와 entral government to lead the way with concrete policies, not just talk. Indeed, lack of an institutional policy could have the opposite effect and the government should take this to heart.물론 이를 위해서는 문화가 바탕이 되어야 합니다. 하지만 제주의 문화를 말할 때마다 전통문화만을 고수한다면 금방 식상한 것이 되고 맙니다. 옛말에 ‘구슬이 서 말이라도 꿰어야 보배’라는 말이 있습니다. 전통이 아무리 좋다고 해도, 현대인의 감각에 맞지 않으면 외면당하고 맙니다. 마찬가지로 제주의 자연이 아무리 빼어나다고 해도 현대적 감각이 가미되지 않는 원시상태라면 금방 실증이 나고 말 것입니다. 따라서 전통을 현대화시킨, 자연에 현대적 감각을 접목시킨 문화가 살아 숨쉬는 국제화 도시로 개발한다면 제주는 세계 제일의 국제자유도시로 도약할 수 있을 것입니다.Of course, in order for the JIFC campaign to move forward, culture must be the foundation. [영작문]Obesity

If people ask me what is the first impression that comes to my mind when I imagine a foreigner, I would say they are tall and fat. Speaking of fat, it meant rich 20 years ago in Korea because we thought fat people had many things to eat just like a foreigner. However, the meaning of fat has been changed. No one envies them anymore, and people even think that they are lazy or have lots of diseases. That is, obesity appears as a big issue that we have to solve because it causes a complication, such as heart disease, diabetes, and prostatitis. So, there are a majority of medicines about obesity, and scientists are still trying to develop more effective medicines and it`s important. However we can even prevent ourselves from obesity without taking medicines to avoid three possible causes: sedentary lifestyle, high caloric nutrition, and psychological factors.
