Many developing countries in Asia are either considering, or have recently implemented, public health insurance schemes and want to learn more about Korea’s successful experience. The institutional development process of the Korean health care system would provide a good example.
Data – Driven Innovation for Growth and Well-beingWhat is DDI(Data-Driven Innovation)?The accelerated development of information technologies in recent years has fostered the understanding that data is the most important resource in our world today. Nonetheless, while data is a highly accessible resource, it is not sufficiently exploited. Those who will know how to exploit it wisely will enjoy huge economic and social advantages. The enormous volume of digital information in the world more than doubles e very two years, and data is currently related to everything and everyone. At the same time, currently available technologies can now produce a vast array of data outputs that may be able to drive progress worldwide. DDI refers to innovative applications derived from data analytics. Data is collected in countless data sets, internal company data sets as well as external datasets such as government, fee-based or other open data sets. In fact, the recognition that data is the lifeline of ome a key pillar of 21st-century growth, with the potential to significantly enhance productivity, resource efficiency, economic competitiveness, and social well-being. Given all of this, governments have an important role to play in promoting DDI and mitigating the associated risks.The Case of DDIUPSIn 2013, UPS launched the ORION project (On-Road Integrated Optimization and Navigation) at a cost of USD 1 billion annually. The aim of the project was to develop a complex mathematical analysis tool that would ultimately provide drivers with the optimal driving route and advanced navigation capabilities to improve the efficiency of the company’s truck fleet. The project is intended to reduce the miles UPS trucks travel to deliver shipments. According to the company, reducing one mile per day travelled by every truck will generate annual savings of USD 50 million. Thus data analysis will ultimately result in reduced transportation costs for the company (UPS homepage).The aim for UPS is tot create the bridge between its users and the large amounts of data it collects on food-bearing trees, plants, and other foraging opportunities.Smart InhalerSmart inhalers use Bluetooth technology and GPS to detect inhaler use, remind patients when to take their medication and gather data to help guide care. GPS tracks longitude and latitude and that information put on the cloud. Doctor can find out if your kids use inhaler and where and when it is used. They have the potential to improve patients’ adherence to asthma therapies and keep their condition under control, but it is clear they need to be designed with health systems and patients in mind so that they can offer maximum benefit.A national review of asthma deaths that same year found that two-thirds of the 1,200 asthma deaths that happen in the UK each year could be avoided with simple routine care. In a report published in January 2017, ‘Smart asthma’, Asthma UK outlined its concerns about the need for health systems to plan ah such as Internet search engines, machine translation, and image labeling have relied on applying machine-learning techniques to vast data sets. And, in the near-future, DDI could significantly improve government policymaking, social-welfare programs, and scholarship. However, the automated programs based on biased data sets have caused numerous scandals. For example, when a college student searched Google images for "unprofessional hairstyles for work," the results showed mostly pictures of black people; when the student changed the first search term to "professional," Google returned mostly pictures of white people. But this was not the result of bias on the part of Google's programmers; rather, it reflected how people had labeled pictures on the Internet. A Big Data program that used this search result to evaluate hiring and promotion decisions might penalize black candidates who resembled the pictures in the results for "unprofessional hairstyles," thereby perpetuating traditional ecial exception committee that can grant researchers an exemption from this consent for purposes of treatment, research and statistics.2) Full consentMany surveys show that the requirement to receive the individual’s voluntary and full consent to use data that they created is ineffective, because most people are neither knowledgeable nor interested in this issue, often acting against their own best interests. This calls for an examination of the commonly held paradigm regarding consent that must be given to use personal data. The classic data disclosure mechanism, the opt-in mechanism, requires the individual’s full and active consent to disclose his or her personal information. In contrast, information disclosure is the default in the opt-out mechanism, although every individual has the option to request remove personal data. I was in charge of developing cooperatives and I thought that we needed to make comprehensive plans to boost the value of cooperatives. So I decided to go alone on the tous more serious. I wondered how their cooperatives survived and influenced on such a condition. As a result, I became convinced that cooperative model is as an important instrument to promote sustainable development.Since the study tour, I have felt very strongly about the inevitability of sustainability. The Evergreen cooperatives in Cleveland, well known as Cleveland Model, were building community wealth to recover from the decaying economy such as high rate of unemployment and poverty, and it occurred to me that Chang-Won and Ma-San also might be able to suffer the same problems. Equal Exchange, a fair trade worker-owned cooperative, was trying to increase the number of job. Local food cooperatives were as a symbol of food security all around the continent. Even though the U.S is the world’s biggest economic power, they could not solve all the problems with economic power.After the tour, I have decided to study on sustainable development in terms of its practical application to help cessary for the developed countries as well as least developed ones. Scholarship Application“You must not let anyone define your limits because of where you come from.” If this is a quote attributable to someone, it would be best to mention his name. I find these words inspiring because they speak of everyone’s inherent potential to be whatever they want to be regardless of background if only they have the courage to pursue it. Yes, I believe everyone has the potential to realize their ambitions, myself included. My own ambition is to bring beneficial change to the world. Ultimately my hope is for all human beings to pursue their innate potential, free of all the discrimination or poverty that currently hampers human progress. I know this is quite idealistic. However, there is no doubt that change of this sort is necessary. Far from being some pie-in-the-sky idealist, I have already taken practical steps in my educational and career path to contribute what little I can to advance this initiative.I studied sociology at ---- University in Seoul, Korea. My major allowed me to see society from a variety of perspectives. I became especially interested in social polarization and regional development. Maybe say a word here on what these are and what attracted you to them. From then on, I tried to find feasible solutions to improve society at the regional level. Eventually, I got a great chance to participate in an internship program at a social enterprise called ------ which is strictly focused on regional development and socially-responsible travelling. Maybe say a word here on what your role was at this organization. This experience led me to decide on social entrepreneurship as a career path. I started my career as a manager at -----, one of the biggest foundations supporting social enterprises in Korea. I was impressed by its methods of effecting social changes by applying tested business models and strategies to social initiatives. Having worked with this foundation, I am now responsible for supporting its programs based in low-income housing. The mission of this particular program is to offer livable-wage employment to its tenants and, further, to promote transformative innovation in the community. Some specifics here on the kind of innovation they promote would be helpful. This is the first attempt at such a social enterprise that I know of.As social programs grow, one of the major problems ----- faced was finding investors efficiently. When considering possible solutions to this vexing problem. I happened to learned about a competition, Social Innovation Camp, specifically engineered for the promotion of socially-minded ideas. After gathering a team of web designers, computer programmers and other social engineers, we entered the competition with the idea to create an internet-based social enterprise platform inspired by Kiva, though with a regional focus in Korea. Through hard effort, our team won the was awarded sixth place out of over 140 proposed ideas. I was proud that we placed so highly because social issues are not a high priority for the general public of Korea. Being rewarded for these efforts renewed my faith in the cause.At the same time, ----- held a huge conference called ASES (Asian Social Entrepreneurship Summit) which afforded me an opportunity to see a presentation by David Pollack, Senior Advisor of Ashoka Foundation, which helps social entrepreneurs from around the world run their businesses more effectively. I was inspired hearing about Asoka’s streamlined business process and measurable profit and non-profit outputs. I realized I needed formal training in business administration to be truly effective in my profession.Thereafter I took a six-month business course in social enterprise management at ------, one of Korea’s premier educational institutions. I learned a great deal about product-quality management, human resources operations, PR management and so on, and was presented with invaluable opportunities to establish relationships with many Korean business executives. The course taught me how to analyze case studies of companies to elucidate the various causes of success or failure. To continue my education in these matters beyond the limits of the course. I recently joined a volunteer team called Bridge that translates materials on non-profit business models into Korean.I am finding that the more I read into these cases, the more I desire to learn. That’s why I have decided to apply to Everett College. Through your business program I wish to delve deeper into business cases and to share insights with the students of your institution. Development policy learned from Korea's early development experience: Public Health Insurance1. IntroductionSouth Korea’s development is often cited as the miracle on the Han-river because the country achieved dramatic structural transformation from an agrarian-based to an information-based economy almost the past three decades after Korean War. In fact, South Korea was one of the world's poorest countries with only $64 per capita income, and in the 1960’s it got left behind the Democratic Republic of the Congo (DRC). But now the country, with some 50 million population and per capita income of nearly $30,000, is the world’s twelfth largest trading nation, and the government-led economy resulted in eradication of absolute poverty. Moreover, South Korea has the 11th-highest life expectancy in the world and the second-least obese rate in the OECD. How was this possible?Korea was once poor, but the development policy of public health has greatly improved the health of all generations, incernment and business. In 1979, more than 500 companies expanded to more than 300 companies. This was a decisive factor in implementing the new health insurance systems. In January 1979, the insurance coverage requirement was expanded to companies with more than 300 employees, public servants, and private school employees. In the same year, the Medical Aid Program (MAP) was also created to provide coverage to the poor and unemployed.2) 1980sThe economy of Korea benefited from high annual growth rates of approximately 12% in the late 1980s. The booming economy substantially improved both the ability of the self-employed to pay for social insurance and the fiscal capacity of the government to provide health insurance subsidies for the self-employed. In January 1988, self-employed populations in rural areas were included under this system, followed by the inclusion of the urban self-employed sector in July 1989. As a result, by 1989, Korea had achieved universal health insurance coverage, ivate school employees.” Although covered services have gradually expanded, public funding for these services has remained limited, leaving beneficiaries with relatively high copayments. This has allowed universal coverage without putting an excessive burden on the government. At the same time, the government has exercised strong control over annual negotiations with health care providers about fees. As a result, “health care as a share of gross domestic product (GDP) has increased, but from less than 3 percent in 1977 to just over 6 percent in 2007”. South Korea’s universal healthcare system is evaluated as the fourth most efficient healthcare system out of the 55 nations rated as of 2016 after Hong Kong, Singapore and Spain.4. The Effect of National Health Insurance1) Reduced medical costWhile the positive impact of health insurance on economic growth by ensuring the quantity and quality of health care services is obvious, it is not easy to calculate with monetary values and there roductivity of labor is high, so that the effect of diseases and disability is to reduce wages per hour.A study of the relationship between health promotion and economic growth shows that health promotion has a positive effect on economic growth and economic growth again improves health status. First of all, health-promoted human capital is highly productive as physical and mental abilities improve. Human capital, which has become highly productive through health promotion, gains access to education and training. As a result, quantitative and qualitative labor is supplied to the production factor, which can be a major factor in economic growth. Economic growth leads to an increase in personal and national income, which in turn leads to an increase in demand and consumption for health care services at the individual level. At the national level, this leads to increased investment in health care delivery systems. This again leads to the promotion of human capital health. In such a relatiby considering a variety of factors.5) Lessons for Developing CountriesSouth Korean’s health status has been improved sharply during the past thirty years, and life expectancy at birth rose from 64.4 years in 1976 to 82.3 years in 2015. Even though there are many different social factors that give rise to health status improvement, it is clear that Korean National Health Insurance could provide several key lessons for developing countries. First of all, the government has exercised strong control over annual negotiations with health care providers about fees. Unlike the United States, NHI has kept health care cost from increasing by keeping the cost of health care services under strong control. As a result, health care as a share of gross domestic product (GDP) has increased, but from less than 3 percent in 1977 to just over 6 percent in 2007.
