    Analysis of Creating a Defensive System against WMD ProliferationIntroductionAs time passes and our world becomes more technologically developed. But, there is no one who can predict what is going to happen in the future when new technology is developed and can say that high technology always bring us more benefit and more peaceful world. The high technology has an ambivalent characteristic; when it is used by good intent, it can bring a great deal of benefit to people, but when used by bad intent, it can bring horrible disasters to whole mankind. For instance, the worst case of bad using of high technology is surely the development of WMD(weapons of mass destruction).Nuclear Power is a source of energy which has many benefits. Nuclear energy is less expensive because it is based on uranium which is very accessible. But Nuclear Power has been used in the last hundred years for the manufacture of Nuclear Weapons like A-Bombs (atomic bombs) and H-Bombs (hydrogen bombs). Nuclear Weapons aount of material that can undergo fusion. Such weapons are called boosted fission weapons. In boosted weapons, the fission reaction takes place first and produces the required temperatures and densities for the fusion reaction. The fusion in turn accelerates the fission reaction. The fusion only serves to help the fission process go faster and hence make the weapon more efficient. It contributes only about 1% of the yield. Since boosted fission weapons are more efficient than pure fission weapons, they can be made lighter for the same yield. So most of the fission weapons deployed today are boosted fission weapons.Thermonuclear Weapons; Thermonuclear weapons, also called hydrogen bombs, get most of their yield from the fusion reaction. As in the case of boosted fission weapons, they require a fission explosion to trigger fusion, called the primary stage, to initiate the fusion reaction which is called the secondary stage. However unlike the boosted weapons, thermonuclear weapons contaitests. It includes seismic wave detection, radioactive nucleus detection, and nuclear experiment detection network. Third, NSG was organized in 1978 to impose conditions upon the export of nuclear items. It is difficult to distinguish the damage by biological agent from the one by epidemic disease. Thus, immediate official verification regime should be made to prevent the possible offensive was of biological weapons. But, even official verification regime can hardly detect every and all biological weapons due to the above mentioned characteristics.3.Analysis of the non proliferation of delivery means (missile)A representative example of a non proliferation regime on delivery means is MTCR, which is multilateral export control system. MTCR controls the proliferation of non human flight systems, including mia DSP (Defense Support Program) satellite, a search sensor dispositioned in the space which collects early warning information. The other is a BE(Brilliant Eyes), a satellite which detects ballistic missile launch with infrared rays, calculates the specific data for missile intercept system, and sends it to the headquarters or intercept system. Thus, it is necessary to acquire the early warning and detection means for proper use of TMD.Low altitude defensive system for the defense of short range missile.Needless to say, we need both high and low altitude defensive systems to prevent WMD threats and improve target hit rate. But considering the present economic and financial situation, it is more desirable to obtain a low altitude defensive system first because it is more technologically and economically preferable. Skud-B or Skud-C with 500km shooting range are within the PAC-2/GEM and PAC-3 hit-ratio because Skud's re-entry maximum speed is under 2km per second. THAAD is effective for 27
