사회 지배적 담론을 뛰어 넘은 사고하기: 『태권도 철학의 구성 원리』를 중심으로- 1 -Ⅰ. 서 론포스트모더니즘(postmodernism)이란 일반적으로 모더니즘 이 후에 나타난 사상을 말한다. 이는 이성주의가 판을 치고 있었던 1960년대 프랑스와 미국을 중심으로 한 서양사회에서 이성주의에 대한 근본적인 회의로부터 시작되었다. 세계를 지배하는 하나의 중심적 원리가 있다는 생각에서 벗어나 탈 중심적이고 다원적이며 탈 이성적인 사고가 포스트모더니즘의 주 사상이라고 볼 수 있다. 내가 포스트모더니즘에 관심을 갖기 시작한 것은 학부시절 영어영문학과의 비평론 수업을 듣기 시작하면서 부터였다. 인문학이 인간의 삶에서 중요한 이유는 인간의 사고를 비틀어 기존의 세계를 조금 더 다른 관점에서 볼 수 있는 눈을 주기 때문이리라..그 당시 비평 수업에서 인상 깊었던 것은 ‘미셸 푸코(Michel Foucault)’가 언급한 ‘광기의 역사’에 관한 것이었다. 그는 우리가 흔히 말하는 역사를 조금 더 남다른 시각으로 보았다. 그는 인간의 사유와 역사를 각 시대의 합리성에 상관적으로 이루어져 온 광기에 대한 역사라고 하였다. 이는 각 시대가 제시하는 합리성과 이성이라는 것이 그 시대를 살아가는 이들에게는 정당성을 얻고 소위 말하는 주류로서 역할을 하지만 과연 그것이 정말 절대적이며 정당인가하는 의문에서 시작된다. 합리성이라는 미명 하에 자행되었던 수많은 비합리적인 역사를 그는 ‘광기’라고 표현하고 있는 것이다. 무엇이 옳고 그르며, 무엇이 합리적이고 비합리적인가? 푸코는 겉으로 보이는 이성과 객관성을 파괴하여 인간의 사유를 근본적으로 의심하고 있다. 이것이 말해주는 바는 실로 엄청나다. 왜냐하면 우리가 그동안 옳다고 믿어왔던 어떠한 사실을 근본적으로 뒤 흔들 수 있기 때문이다.왜 나는 태권도의 철학과 역사에 대해서 고민하면서 푸코의 사유가 생각이 났는지 모르겠다. 태권도의 역사에 대해서 기존의 입장과는 조금 다른 접근을 하고자 하였던 도을 김용옥과 미셸 푸코 사이에 무언가 닮은 점는 태권도 철학의 부재와 이로 인하여 내부적으로도 명확한 비전과 확신이 없기 때문일 것이다. 이 글은 태권도를 아끼고 부단히 수련해 온 한 사람으로서 태권도에 대해 나름대로 느끼고 공부해 온 바를 역사적인 측면에서 기술하고자 하였다.Ⅱ. 태권도의 역사와 이해태권도 관련 조직은 탄생부터 ‘관(館)’의 체제에서 비롯되어 각자가 그 성향과 수련체계에 상당한 차이가 있어왔고, 현대에 들어 각 조직을 통합하여 공식화, 체계화되고 있음에도 불구하고 결집되지 못한 두 조직이 양립되어 반목하는 등 갈등의 요인이 되고 있다(국기원,2000). 이는 한국이 종주국으로서 태권도를 세계에서 주도적으로 전파시키는 데에 장애가 되고 있으며, 전 세계의 태권도 수련 인들로 하여금 태권도 관련 단체에 관한 인식과 구분에 혼란을 가중시키고 있다.한 편, 태권도의 가치는 대련에 기반을 둔 경기의 형태라는 점 이 외에도 예(禮)를 중시하고, 명상과 품새 수련을 통한 인간 교육적 가치의 세계화를 구현하고자 하는 데에 있다. 하지만 이러한 긍정적인 측면에도 불구하고, 무도로서의 태권도는 전통적으로 사부와 제자간의 권위를 절대적으로 생각 하는 동양의 권위주의적 문화에 기인하며, 이것이 관(官)을 중심으로 한 태권도의 조직문화에도 깊숙이 자리하고 있다. 이 때문에 국내 태권도 단체는 다른 어떤 스포츠 단체보다도 위계에 의한 권위주의가 강하고 이로 인한 내부적인 반발이나 갈등의 골이 깊은 것도 사실이다.태권도의 역사에 관해서는 ‘태권도 전통설’, ‘가라테 유입설’ 등 이견이 많으나, 국지적으로 행해오던 것들이 일제 강점기에 일본의 문화 말살 정책으로 인하여 침체기를 겪다가 기존 태권도 원로들에 의해 가라테의 영향을 받았다고 흔히 알려져 있다. 따라서 태권도의 역사를 쫒던 우리나라 태권도계에서 이로 인한 회의주의가 만연했던 것도 사실이다. 태권도 전통설을 고수하고 싶지만 태권도가 카라테의 영향을 받았다는 역사적 흔적이 버젓이 곳곳에서 드러났기 때문이다. 카라테의 카타가 한국의 품새와, 카라테의 쿠미테가 과정이라고 생각된다. 따라서 태권도의 카라테 유입설이 정설이라고 받아들이나 그러한 사실로 인하여 우리나라 태권도계가 정통성에 있어서 회의감을 가질 필요도 없을 것으로 보인다.현대적 태권도 역사의 시발점은 1945년 대한민국 광복 직후 청도관(靑禱館), 송무관(松武館), 무덕관(武德館), 조선연무관(朝鮮硏武館) 권법부, 중앙기독교청년회(中央基督敎靑年會) 권법부에서 부터라고 전해진다(국기원, 2000). 산발적으로 행해지던것이 이러한 ‘관(館)’의 체제로 정립되면서 각기 다른 성향을 띄게 되어 이러한 관명 (館名)이 수련도장의 명칭이자 하나의 계파를 이루었다고 볼 수 있다. 당시의 혼란한 국내외 정세로 인하여 태권도 지도자들은 태껸, 수박 등의 한국 전통 무예와 동시에 일본의 가라테, 중국 무술 등 외국 무술을 익혀 자신의 무술과 결합하여 가르치기도 했으며, 이것으로 인해 각 ‘관(館)’의 성격과 특색을 결적 짓는 요소가 되었다. 이는 앞에서 지적한 무술의 특성과 연결 지어 생각 해 볼 수 있을 것이다. 각 무예가 기원과 나라에 상관없이 신체의 단련이라는 점에서 함께 수련되었던 것이다. 하지만 그 속에서도 각 관(館)에 따라 다른 성격과 특색을 지닐 수는 있을 것이다.여기서 주목해야 할 하나의 관(館)은청도관(靑禱館)에서 분화한 오도관(吾道館)이다. 오도관(吾道館)은 군 출신인 최홍희(崔泓熙)에 의해 개관하였으며, 최홍희가 이승만 대통령에게 1955년 휘호를 받은 이후 눈부신 발전을 거듭한다. 당수도장이었던 것을 태권도장으로 바꾸고 전 군대에 태권도를 보급시키기 위하여 부분적으로 태권도에 대한 체계를 정립하고 1960년부터는 태권도 교관단을 파견하기 시작한다. 10년 넘게 이루어진 태권도 교단관의 파견으로 인해 오도관(吾道館)은 다른 민관도장과의 차별을 꾀하고 그 세력을 넓혀 나가기 시작한다. 더 나아가 최홍희는 국제 태권도 연맹(ITF)을 창설하기에 이르며 그 세력은 아직도 명맥을 유지하고 있다(국기원,2000).다섯 개의 관(館)으로의 정립 이후로도 태권도 지도 하였으며 단정적으로 태권도가 태껸의 전통을 이어 받은 전통무술이라고 말 할 수는 없지만 산발적으로 행해 온 만큼 태껸의 영향도 받았으리라 추측 해 볼 수 있다.현대의 국내외 태권도계는 뿌리가 다른 두 개의 서로 다른 성향의 조직과 더불어 하나의 조직에서 뻗어 나온 다른 세 개의 대표적인 조직이 이끌어 가고 있다. 즉, 최홍희에 의해 1966년 창립 된 ‘국제태권도연맹’과 1973년 설립된 ‘세계태권도연맹’, 그 모체라고 할 수 있는 ‘대한태권도협회’와 ‘국기원’ 그리고 ‘태권도진흥재단’이 국내외 태권도의 핵심 단체로 꼽을 수 있다(국기원,2000). 이들 기관이 대내외적으로 태권도 경기나 교육, 심사와 연구 등의 업무를 분담하여 수행함으로써, 전 세계로의 태권도 보급과 활성화에 중추적인 역할을 하고 있다. 그러나 우리나라의 복잡한 현대사 속에서 생겨난 이 여섯 가지의 태권도 조직이 여전히 태권도 철학의 부재와 정통성에 대한 회의주의로 인하여 전 세계에서 태권도를 수련하고 있는 수련생들에게 혼란을 야기 시키고 있으며, 태권도를 연구하거나 향후 태권도계로 진출하고자 하는 사람들에게도 실망감을 안겨주고 있는 실정이다.Ⅲ. 태권도의 단체의 역사와 현황태권도는 태껸과 카라테, 중국 무술 등의 다양한 무술들에 영향을 받았음에도 불구하고 우리나라에서 행해져 온 고유의 무예라고 할 수 있기 때문에 그것을 우리나라의 역사와 함께 이해하는 것은 매우 중요하다고 볼 수 있다. 또한 그러한 역사 속에서 생겨난 태권도 단체 또한 우리나라의 역사와 유기적인 관계를 맺고 있으므로 국내외 존립하고 있는 여러 태권도 단체에 대한 이해와 우리나라 현대사에 대한 지식은 우리나라 태권도에 대한 전반적인 시각을 가지는 데 매우 유용 할 것이라고생각된다.국내 최초의 공식적인 태권도 관련 조직이라고 할 수 있는 ‘대한태권도협회’ 창설 이래에도 우리 태권도는 결집되지 못하고 많은 분열과 혼란을 겪는다. 1959년 12월 최홍희에 대한 불신임을 결의하는가 하면 ‘대한태권협회’에서 탈퇴한 ‘황기’가 ‘창설 이래 ‘세계태권도연맹’ 창설, 세계 및 아시아 선수권대회, 국제 심판 강습회 등을 개최하여 태권도가 국내 뿐 만 아니라 세계적으로 발전하고 자리 잡는 데에 큰 기여를 하였다. 국기원 창설 이래, 1973년에는 18개국이 참가하여 최초의 세계태권도대회를 성공적으로 개최하였고, 이듬헤인 1974년에는 제 1회 국제심판 강습회를 열어 태권도 경기에 필요한 모든 제반사항을 결정하였다.한편 ‘세계태권도연맹(World Taekwondo Association: WTA)는 1973년 창설되었으며 이로써 1960년대에는 외형상 공식적인 통합체인 ’대한태권도협회‘가 창설되었다고 한다면, 1970년대에는 그 통합체의 상징인 ’국기원‘, 태권도의 국제화의 초석인 ’세계태권도연맹‘ 창설로 현대 태권도가 서서히 발전기에 접어들었음을 알 수 있다(국기원,2000).(1) 국제태권도연맹국제태권도연맹은 1959년 최홍희가 중국과 베트남에 태권도시범단을 이끌고 가서 최초로 태권도시범을 보인 행사에서부터 시작되었다. 앞서‘대한태권도협회’를 창설하기도 했던 최홍희는 우리나라를 벗어나 유럽과 아프리카 등 전 세계를 다니며 태권도 시범을 보이고, 국제태권도연맹의 창립 국가를 이끌어 낸다. 이를 기반으로 국제태권도연맹은 1966년 3월 22일 한국, 베트남, 말레이시아, 싱가포르, 미국, 서독, 이탈리아, 터키, 통일 아랍공화국 등 9개국이 참여한 가운데 창설되었다.(최홍희, 2000) 이 당시 국내에서는 1962년 ‘대한태수도협회’가 창설되어 태권도계의 단일화를 위해 노력하고 있을 때였는데, 세계 여러 나라에 기반을 두고 독자적으로 국제태권도연맹을 창립하였던 최홍희는 대한태권도협회와 해외 태권도 사범 진출 등의 문제로 갈등을 일으켜 결국 1972년에 캐나다로 망명하게 된다.그 이후로 국제태권도연맹은 세계무대를 발판으로 국내 태권도 단체와는 다른 독자적 행보를 걷게 된다. 국내 태권도 단일화 문제를 벗어나 태권도의 세계화에 많은 노력을 기울였던 최홍희는 태권도 시범단을 꾸려 북한 등의 사회주의 09).

Life in Urban Area or Rural AreaDate: 2010.11.24Have you ever thought about your future? I guess most of you have thought about your family or where you want to live. One of the most important things to consider is whether to live in a modern city or peaceful rural area. Both of them have pros and cons, so it’s very difficult to choose between them. Living in urban areas offers convenience to move around and lots of educational facilities but there are many crimes and also people could be isolated. On the other hand, living in rural area, there is less crime and people can get good relationship with their neighborhoods. However, sometimes it is inconvenient to get around and to get facilities.Transportation is typically convenient in cities. There is easy access to buses or subways, so it is very easy to get around, even though you don’t have a car. Moreover, markets, theaters, banks, and restaurants are located side by side so you can move from place to place very quickly. When it comes to education, there are many choices and opportunities. From public schools to private institutions, you can find many educational opportunities and facilities in cities such as extension courses or Hak Won.On the other hand, because there are many buildings and many people living together in a small area, cities are usually noisy and crowded. Also, there are many crimes and accidents not to mention that it is sometimes very hard to make friends with your neighborhoods in urban areas. People are always busy, and they are indifferent to each other. Nowadays, people don’t know who is living even next door. You may easily feel lonely or a sense of estrangement.On the contrary, rural life tends to be more peaceful and free. There are trees and flowers instead of buildings and less people live in the country side. Therefore, there are less accidents and crimes. In addition, you can feel closer with people there. People in rural areas are usually more helpful to each other when they face difficulties, and enjoy things together. People have big parties with their neighbors nearly every big holiday. You don’t have to feel lonely, and you learn how to live with others.However, if you want to buy something, sometimes you have to drive several miles down the road. If you don’t have a car, it can be inconvenient. Also facilities are a long way off. It is sometimes difficult to find schools or even hospitals. Therefore, you have to learn and do a lot of things by yourself or you have to go to a neighboring town to study or see a doctor.The place where you live will affect greatly on your life. Also, your children will grow up differently. Both locations have advantages and disadvantages as I mentioned previously. Convenience of education and relationships are the main issues. Consider these things and your own personality and desires carefully before you make your decision. I want you be able to make an informed decision for your future.

On the other hand, in rural areas, there is usually less crime and people are closer with their neighbors. However, getting around without a car can be inconvenient and generally there is less available such as hospitals or education facilities.There are some advantages to living in urban areas. Transportation is typically convenient in cities. There is easy access to buses or subways, so it is very easy to get around, even though you don’t have a car. Moreover, markets, theaters, banks, and restaurants are located very close to each other so that you can move from place to place quite easily. When it comes to education, there are many choices and opportunities. From public schools to private institutions, one can find many educational opportunities and facilities such as extension courses or learning academies. Living in the city is both convenient and good for getting an education.On the other hand, living in rural areas has some disadvantages. Cities are usually noisy and crowded because there are many buildings and many people living together in a small area. Also, there are more crimes and accidents. According to research, the crime rate has increased by dramatically over the past 5 years in big cities including Seoul, Inchon, and Busan. In addition, sometimes it is very hard to make friends with your neighbors in urban areas. People are always busy, and they are indifferent to each other. Nowadays, people don’t even know who live next door to them. You may easily feel lonely or a sense of estrangement. Living in cities sometimes can make you more stressed.On the contrary, rural life tends to be more peaceful and free. There are trees and flowers instead of buildings and less people in the countryside. Therefore, there are less accidents and crimes. In addition, you can feel closer with people there. People in rural areas are usually more helpful with each other when they face difficulties, and enjoy more time together. People have big parties with their neighbors nearly every big holiday like the Lunar New Year and Korean Thanksgiving (Chuseok). You don’t have to feel lonely, and you learn how to live with others. Living in rural area is comforting and friendly.However, sometimes living in the countryside can be inconvenient. If you want to buy something, you have to drive several miles down the road and items tend to be more expensive. If you don’t have a car, it can be very inconvenient. Furthermore, facilities are a long way from town. It is sometimes difficult to find schools or even hospitals. Therefore, you have to learn and do many things by yourself or you have to go to a neighboring town to study or see a doctor. Living in rural area can be a great inconvenience at sometimes.The place where you live will affect greatly on your life. Also, your children will grow up differently. Both locations have their advantages and disadvantages as I mentioned previously. City life allows one enjoy the conveniences of being closely situated to many amenities along and educational opportunities. But there are many crimes and also people can feel lonely. On the other hand, in the countryside, there is less crime and people can become good friends with their neighbors but sometimes it is hard to get around or have the conveniences of having infrastructure like hospitals or educational facilities. Consider these things and your own personality and desires carefully before you make a decision. I want you to be able to make a well informed decision for your future.
