The working age population in South Korea has been in depression. As a consequence of this, there are concerns about a predictable decline in the quality of life, such as decrease in corporate sales and contraction of the domestic market due to a decrease in the labor force. To complement this lack of labor force, many entrepreneurs in South Korea are importing workforce from the third countries by applying employment permit system. Also, multicultural policies are being promoted, such as on marriage migrant women who are naturally introduced from rural areas. However, the important point is that although immigration can help to resolve the labor shortage problem to some extent, it is questionable that whether these policies can be considered as a permanent solution, since those migrated people are also aging.Therefore, deal with fundamental causes of low birthrate should be highlighted as the first step to cope with labor scarcity problem rather than relying on immigration. Above all, the socio-economic structure is chronic matter that makes difficult to design the future. In addition, one of the problems is the social system and culture, where having children and raising them has caused a severe opportunity cost for married couples. For instance, among the managers and senior workers at work, there are prevalent thinking that women cannot deal with social life, family life, work and infant care at the same time such as 'Women are better off leaving the company if they marry' or 'It is challenge to find temporary workers to instead since female employee will have maternity leave' (세계일보 김태훈, 2020).To sum up, it will be the starting point for solving them to enjoy the services they need. Employment, housing, education, and culture in our society have to develop fundamentally so that government can certainly support childbirth and child rearing, and young generations can dream of marriage and childbirth.
