It accomplished more than 10% growth per year over 20 years. China took the second position of the world which had been Japan's. Now it is aiming at the most powerful country in the world. Did the United states expect the surge of China in just 20 years? Even though Japan lost the No.2 position, it is taking actions to survive. After Abe took office as the prime minister of Japan, he carried out radical reflation measures to redeem the slump of 'Lost 20 years'(from 1990's to 2000's). At the same time the government of Japan turned rightist and tries to keep Japan's political power in the Northeast asia and in the world.

열정이라는 이름의 착취주제: ‘열정페이’의 문제점을 구체적 사례를 중심으로 살펴보고, 이를 통해 ‘열정페이’의 원인을 분석해본다.‘열정페이’라는 말을 들어본 적이 있는가? 젊음과 열정을 강조하며 무급 또는 매우 낮은 수준의 임금을 지불하는 태도를 비꼬는 신조어가 ‘열정페이’다. 얼마 전 인터넷을 통해 이상봉 디자인실의 인턴대우가 알려져 화제가 되었다. 국내 저명한 디자이너인 이상봉 씨는 견습생들에게 매달 10만원, 인턴들에게는 매달 30만원을 지급하였다고 한다. 이는 야근수당을 포함한 것으로, 2015년 현재 최저임금이 시간당 5,580원이라는 것을 생각해볼 때 터무니없이 적은 금액이다. ‘열정페이’는 비단 이상봉 디자인실만의 문제가 아니다. 경력을 담보로 청년들을 부당하게 고용하는 사례를 어렵지 않게 찾을 수 있다. 청년들은 왜 자신의 노동에 합당한 보상을 받지 못하는 상황을 참고 견딜 수밖에 없는 것일까?‘열정페이’의 원인 중 하나는 스펙(spec.) 중심의 취업시장이다. 고용주들은 더 많은 스펙(spec.)을 갖춘 지원자를 요구한다. 그래서 지원자들에게 자신이 원하는 일자리를 찾는 것은 어려운 일이다. 청년들은 다른 지원자들 보다 나은 경쟁력을 가지고 있다는 것을 증명할 차별성을 갖추기 위해 노력한다. 그러한 경쟁력 중 경력이 가장 중요시되고 있다. 그렇기 때문에 지원자들은 자신의 이력서에 한 줄을 추가하기 위해 제대로 보수를 받지 못하거나 무급으로 일을 하는 경우가 많다.부당한 대우에도 불구하고 ‘열정페이’인턴으로 채용되는 것은 정규직 채용 못지 않게 어렵다. 이는 일반 기업의 문제일 뿐만 아니라 국가기관이나 정부부처로부터 지원을 받는 사회적 기업, 인권단체 등에도 해당된다. 관계자들은 “이런 곳에서 일하고 싶어 하는 사람들은 돈보다 꿈을 위해서, 경험을 쌓기 위해서 지원하는 것”이라고 말한다. 하지만 구직자들의 이야기는 이와는 다르다. 그들은 “직무경험을 쌓기 어려운 분야인 데다 관련업종에 종사하기 위해서는 경력이 중요하기 때문”이라고 말한다. 일반기업뿐만 아니라 국가기관까지 인턴들에게 제대로 된 보수를 지급하지 않는 것이 현재의 상황이다.‘열정페이’가 만들어진 또다른 원인은 세대 간의 인식차이이다. 1971년부터 1991년까지 경제성장률은 10퍼센트를 상회했다. 또한 이 기간의 취업률은 80%에 육박하였다. 일할 기회가 있고 열심히 일하면 더 나은 미래를 보장받을 수 있는 시대였던 것이다. 기성세대들은 자신들은 젊은 날 헝그리 정신을 가지고 희생하며 묵묵히 일했다고 말한다. 물론 이는 틀린 이야기가 아니다. 하지만 문제는 현재 상황을 고려하지 않고 자신들의 사고방식을 청년들에게 강요한다는 것이다. 기성세대들은 청년세대들에 대해 ‘패기가 부족하다’, ‘배가 불렀다.’라고 말한다. 청년세대가 가진 고민을 외면하고 단순히 폄하하고 비판할 뿐이다.현재의 취업률은 50%를 상회한다. 이조차도 아르바이트와 같은 비정규직을 포함한 수치이다. 과연 기성세대들은 청년들에게 헝그리정신을 가지고 묵묵히 일하면 미래가 보장된다고 말할 수 있을까? 임윤택 계명대학교 사회학과 교수는 “부조리한 사고, 관행이나 조직문화도 헝그리정신의 산물로 여겼던 기성세대가 지금도 같은 사고를 고수한다면 청년세대와 문화적으로 부딪힐 수밖에 없다”고 말한다. 헝그리정신으로 버티면 뭔가를 기대할 수 있었던 시대와 출발부터 모든 것이 불확실 한 시대, 서로 다른 두 시대를 살았던 세대들의 인식의 충돌이 ‘열정페이’를 만들어 낸 것이다.

The massive Asia-Pacific free trade treaty is called TPP(Trans-Pacific Partnership). For about six months later October 4th, 2015, the settlement of TPP has been concluded. The treaty covers trades among 12 countries which are located Asia and America (USA, Japan, Mexico, Peru, Singapore, Vietnam and Chile etc.) After the settlement of TPP, East Asia enters upon a new phase.China makes efforts to conclude RCEP(Regional Comprehensive Economic Partnership) and AIIB(Asian Infrastructure Investment Bank) which China is actually the leader of treaties. But those are in progress and the result is not clear to be seen at this moment. Korea is considering whether to take on. Japan has become the first East Asia country which made clear-cut result of reof crisis and tried to find way out. That is enforcing USA-Japan bond. After World WarⅡ USA and Japan have had close relationship. Thinking from Japan‘s point of view, I think the best and most suitable strategy is being on USA side and remaining the role of a supporter of USA in Asia Which Japan played for decades After World War Ⅱ. That's why Japan joined the camp of TPP.Now is the time of glocalization. Glocalization is a compound word of globalization and localization. Stroupe says that glocalization is an historical process whereby localities develop direct economic and cultural relationships to the global system through information technologies, bypassing and subverting. Traditional power hierarchies like national governments and markets. (2010) Through the development of technology, the physical distance has been shortened. So, world is more combined before. However, after few decades of era of internationalization, distinct features of geographical conditions and cultures came ogic of self-help, meaning states seek their own interest and will not subordinate their interest to the interests of other states.Neo-liberalism has different point from Neo-realism. Neo-liberalism believes that nation-states and non-state like NGOs are the key of relationship. Basically, it is also based on anarchy. However, it sees the possibilities of cooperation between states or through international or regional organizations.Social constructivism put more values on ideas. It stresses the importance of ideas, values, beliefs, identity-formation and norm. Social constructivism sees the international relationship is socially constructed. The international relationships are the result of ideas rather than national interests.Those three above are the most influential contemporary approaches to international relations. In my essay, I will take Neo-liberalism to support my idea about Japan's strategy. Neo-liberalism pays attention to cooperation of members. This can be a key that explaorces to colonize Asia. The victims suffered from act of aggression. Especially, the neighboring countries Korea and China have bad memories of that time. Korea, China and other Asian countries never forget about the history of Japan's invasion. The debt of history always has been an obstacle when discussing about the integration and building regional community.Even though Asian countries share the value of Asia, Japan realized that if Asian countries agree to settle a political and economic community, Japan can not be a leader because of hostility. It is very difficult to make a clean breast of past errors of judgment. In this situation, China continues to grow its power. The political and economic position in global society is already above Japan's. Even though needs of building a regional community is getting bigger, the historical event which happened in Asia means more to Japan, China, Korea and other Asian countries. Because of that, cooperation based on shared common ideas and vountries, it tried to practice own power. However, the bubble popped up and The Lost Two Decades continued. In the situation, the way out is to cooperate with USA.TPP was inevitable choice to Japan. The best scenario of Japan in the future is to be second-in-command in TPP camp and maintain its influence. USA still has a huge power and Japan is one of powerful countries in the world. The answer would be 'No'. It is obvious that Japan makes effort to build good relationship. However, there is no clear achievement. What is the reason? After the World War Ⅱ, Japan made effort to restore relationship with Asian countries. Its approach to other countries was focused on economic part. It could be effective when the other Asian countries were suffering from poverty except for Japan. There is a saying about relationship economy and politics. 'Economic freedom is an end in itself. It is also an indispensable means toward the achievement of political freedom. (Milton Friedman, 1962) Now they achieved development in many part especially economy and politics. It means that the situation Japan has to consider is changed. The old approach that Japan used will note is no doubt that Japan has made great effort to normalize diplomatic ties with the East Asian countries. However, Japan is missing the most essential thing for diplomatic policy to East Asian countries. There is a prerequisite that Japan should take action. That is a sincere apology to East Asian countries and casualties who suffered from the World War II. Unless adequate measure for history is made, the relationship that Japan have with the East Asian countries is superficial. As we know, the influence of Japan’s economic aid is fading out with the rise of China power. Relationship without emotional bond doesn’t last long. Once Japan’s apology to the East Asian countries is done, then Japan can move to the next step. If Japan is really desperate and has a will to join the community of the East Asia, Asian Value will be the key for Japan to have a chance.Asian Value, possibility of friendly relationshipOne of the most central features of a culture are its values. South Korea announced it will hold foreign ministerial talks with Japan next week on the "comfort women" issue, raising hopes for a breakthrough in effous history does nothing to vindicate dubious politics.’ The situation can not be changed when Japan does same thing which Japan have done past few decades.
