생산적 복지는 국민의 정부가 주창한 몇 가지 중요한 개혁 상표 가운데 하나다. 우리의 현실에서 이 정책은 의미심장한 새로운 출발을 뜻하지만, 이 정책의 구상과 효과가 명료하기에는 아직 초창기에 있다. 보다 많은 검토와 검증이 필요하다는 것이다. 다소 모호성이 있기 때문에 생산적 복지의 개념이 정부 유관 부처들의 자의식과 행동에 어느 정도 깊숙이 내면화되고 있는지도 불확실하다. 흔히 생산적 복지는 통상적 의미의 사회복지에 근로연계적인 프로그램을 가미한 것으로 이해하는 경향이 있다. 생산적 복지의 ‘생산적’이라는 말은 일종의 수식어 또는 장식품에 불과한 것인가, 아니면 발상의 전환을 요구하는 새로운 패러다임인가? IMF 위기와 함께 출범한 국민의 정부가 어려운 여건에서도 복지분야에서 거둔 성과는 인상적인 것임에 틀림없다. 과거와의 차이는 분명하다. 그러나 생산적 복지를 새로운 패러다임으로 정립하여 국정의 모토로 삼아야 한다는 미래지향적 관점에서 볼 때, 앞으로 가야할 길은 멀다고 할 수 있다. 훨씬 정교한 정책수단의 개발이 필요하다.

이 발제는 이런 관점에서 크게 세 가지 문제를 간략히 다루고자 한다. 첫째는 생산적 복지의 개념에 관한 것이고, 둘째는 생산적 복지 정책의 결과를 살펴보는 것이며, 셋째는 생산적 복지의 ‘생산적’ 측면을 더욱 내실화 하고자 할 때 제기되는 문제들을 점검해보는 것이다.
