1992년 교육부의 교육법이 만3세 유아의 취원을 허용한 이래 조기교육과 유아교육에 대한 사회적인 관심과 중요성은 더욱 강조되어 왔으며 어린이집, 유아원 설립의 활성화와 더불어 유치원의 취원 연령도 점차 낮아져 현재 대부분의 유치원이 3세 유아를 위한 학급을 운영하고 있다. 3세 유아에게 있어서 유치원은 형식적 교육기관으로서 첫 교육경험을 유아에게 제공하며, 유아의 발달과 성장을 촉진시키는 새로운 환경적 요인으로 작용하고 있다. 또한 유치원은 유아가 가정을 떠나 집단 생활을 경험하는 최초의 교육환경이 되고 있다. 그러나 아직까지 우리나라에서 유아교육에 대한 연구는 4, 5세 유아를 대상으로 한 연구가 대부분이며 3세 유아에 관한 연구는 턱없이 부족한 실태이다. 유치원과 보육시설에 3세 유아가 취원 하고 있음에도 불구하고, 현장에서는 4, 5세 유아의 교육 프로그램만으로 운영되는 곳이 많고, 3세 유아를 위한 학술적 연구나 교사 연수, 교육 프로그램이 부족한 실정이다. 3세 유아는 유치원을 통해 부모나 가족 구성원들과의 관계 속에서 또래 집단으로 사회적 상호작용의 범위가 확대된다. 특히 언어 능력이 급격히 발달하게 되면서 유아들끼리 상호작용하고 놀이 친구들을 통해 자기 중심적인 언어에서 점차 사회화된 언어를 사용하게 되며 자신의 요구와 의도를 표현하는 대화를 주고받는 과정에서 또래와 의사소통 하는 경험을 갖게 된다. 의사소통 능력은 서로 마주 대하는 상호작용 장면에서 발생하는 언어와 사회적 및 인지적 행동에 기초를 이루는 것으로 문법적인 지식 뿐 아니라 특정한 상황에 맞는 말을 하기 위한 적절한 화법을 포함하는 것이다. 이러한 의사소통 능력은 상호작용 하는 방법, 다른 상황에서 서로 적절히 의사소통 하는 방법, 의사소통 상황에서 다른 사람이 말하고 행동하는 것에 관한 의미를 파악하는 방법 등을 말한다.
