The dissociation between social and economic benefit, which is likely to be contested by some, is important since it incentivizes socially-oriented policy making in a context of compliance with economic-oriented international ones for many countries in the developing world. In those countries, the transportation infrastructures are barely developed, with locals resorting to walking or animal exploitation to move around.
