Ⅰ. Introduction
In the policy process, we can separate policy environments for 3 parts like policy formation, policy implementation, policy evaluation. In this study, we focus on the implementation of public policy.
First, we will explain about public administration's theory involved in this topic. Applying policy to public administration's theories and concepts is meaningful for understanding relationship between reality and theories. Because, sometimes academic theories absolutely are ineffective. By doing this study, we can overcome this problem. In those theories, Lowi's, Wilson's, Van Meter&Van Horn's could be compared to each other or have co-operative effect. Besides, Approaches to implementation is meaningful for participants

relation of power. People have too extensive relation of gain and loss. Realistically, when we make a policy we can't accommodate every people's interests. Focusing on more direct interest group, policy implementator should handle conflicts.
We applied the perspective of Matland : Ambiguity-Conflict Matrix and knew how to control the other interest groups in political implementation. In this process, side payment and logrolling, even oversight also could be happened. Most of all, handling conflicts and embracing diverse interest groups for persuading or negotiation are very important.
