1. Introduction

In the past, Korea received development assistance from advanced countries. Right after Independence from Japan in 1945, Korea was one of the poorest countries in the world. In 1953, when South Korea and North Korea made a ceasefire, the GDP (Gross Domestic Product) of South Korea was 67$. So many advanced countries especially U.S.A. Here is the history of ODA to Korea.

The Ministry of Strategy and Finance (MOSF) is responsible for the overall management of EDCF, including establishment of policy directions and selection of projects to be financed by the Fund. The Ministry of Strategy and Finance (MOSF) is responsible for the overall management of EDCF, including establishment of policy directions and selection of projects to be financed by the Fund. The Ministry of Foreign Affairs and Trade (MOFAT), as an official window for the EDCF, receives EDCF loan applications from recipient governments, and executes governmental arrangement for individual projects and agreements for defining a basic framework. The Export-Import Bank of Korea which is entrusted by the Korean governments, implements EDCF through various measures, including comprehensive appraisals and monitoring of EDCF projects, conclusion of loan agreements and their evaluations. The operation and management of EDCF is deliberated by the Fund Management Council, which is composed of members from 12 government ministries and agencies. The Chairman of the Council is the Minister of Strategy and Finance.
