V. 결언

미국 유대인 커뮤니티는 이민 주류의 기준으로 볼 때 이민역사 한 세기를 맞이하고 있다. 그들은 이민 초기의 고난을 극복하고 이제는 미국 사회의 각계각층에서 중추적 역할을 수행하고 있다. 우리는 그들이 연대하여 발휘하는 힘의 위력에 대해서는 이미 앞에서 살펴보았다.
그런데 미국 사회에서 형성하고 있는 강력한 유대인 커뮤니티는 언제까지 큰 힘을 가질 수 있을까?
미국이 세계 최강대국의 자리를 고수하는 한 유대인들의 정치적 영향력은 계속 확보할 것으로 보인다. 그 주된 이유는 그들의 정치로비는 생존전략이기 때문이다. 홀로코스트를 경험한 유대인들은 “다시는 지는 전쟁을 하지않는다”는 각오를 가지고 있다. 反이스라엘 및 反유대주의에 대응하는 그들의 조직적이고 일치단결된 힘은 대외적으로 무척 강력하다. 미국 사회의 일각에서 反유대주의 현상이 전혀 없는 것은 아니지만, 위협적으로는 평가되지않는다. 유대인 커뮤니티에 대한 위협은 오히려 외부로부터가 아닌 내부로부터 발생될 소지가 높은 것으로 보인다.

미국은 이스라엘을 언제까지 전략적 가치를 높게 부여하면서 현재와 같은 지원을 계속하게 될까?
오늘의『美-이』양국 관계에 있어서 미국은 이스라엘에게 절대적으로 중요한 국가이지만, 이스라엘은 미국에게 하나의 중요한 중동국가라는 차이가 있다. 즉, 이스라엘에게 미국은 절대적으로 필요한 국가이지만, 미국에게 이스라엘은 반드시 필요하지않을 수도 있는 국가라는 뜻이다.
미국은 중동의 석유자원 확보를 위해 냉전시대에 소련의 남진저지 목적으로 이스라엘을 전략 요충지로 만들었다. 각국이 자국의 실리에 주력하고 있는 오늘날의 외교전략 추세를 고려할 때, 중동에서 이스라엘과 아랍권의 평화가 정착된다면 미국에게 이스라엘의 전략적 가치는 크게 약해져 양국관계는 새로운 국면으로 접어 들게 될 것이다. 현재 지지부진한 중동평화가 성공하지못하고 긴장이 지속될 경우는 석유자원의 고갈기가 임박하면서 아랍산유국들의 反이스라엘 로비력은 70년대처럼 강력한 위력을 발휘할 가능성이 있다. 이 경우 미국 유대인 로비력이 총동원되겠지만, 아랍권의 압력을 무시한 미국의 일방적 친이스라엘 정책은 기대하기 어려울 것이다.
