IV. 결 론

세계화는 국가들로 하여금 통치에 있어 그들의 능력을 초과하는 매우 복잡하고 다양한 문제들을 가져다주었다. 이러한 문제들은 국가에게 사회의 다른 행위자인 시장과 시민사회를 통치과정에 참여시키고 권력을 배분하여 통합적이고 포괄적인 통치의 수행할 것을 요구하였다. 이것이 곧 거버넌스에 대한 요구이다. 이러한 국가의 권력의 배분 또는 이동으로 인한 거버넌스의 필요성은 국제적 수준에서도 마찬가지로 발생된다. 즉 글로벌 거버넌스는 국가 권력의 분권화에 맞추어 보면 거버넌스와 네트워크가 연결되어 있다.
이는 글로벌 거버넌스란 국가가 혼자서 해결할 수 없는 문제들을 국제적 행위자에게 이양함으로써 주권의 분할을 인정한다는 것을 의미하는 것이며 구속력 있는 규칙을 보유한 국제제도 또는 기구를 통한 공동 협력의 응집을 의미하는 것이다. 국가 또한 정당성이 약화되었다기보다는 통제능력을 강화하려는 전통적 과제를 포기하고 대신에 국제적 합의를 이행하고 국제제도 내에서 조정과제를 담당하는 기능이 강화되었음을 의미한다.
한편 국가의 권력을 상당히 이전 받은 국제제도와 기구 또한 글로벌 거버넌스에 있어 중요한 행위자이며 그 대표적인 예가 바로 국제제도이자 기구인 UN이다. UN은 세계적 불안정과 위기를 다자정치의 틀 내에서 해결할 수 있도록 해주며 세계문제 해결을 위한 비전을 제시해준다. 또한 세계문제에 대한 행위자들의 타협의 장을 제공해 주며 국제적 협력을 조성하고 적절한 국제제도를 제공해주기도 한다.
그러나 UN은 UNDP와 같은 비정치적 부분에 대해서는 꾸준한 역할을 수행해 왔음에도 불구하고 정치적 이슈에 대한 역할은 미약했다. 그러나 새로운 시대의 국제환경의 변화와 강대국들 간의 화해, 협력의 분위기에 따라 UN은 활동을 강화하고 역할을 변화시켰다.
UN의 변화된 활동과 역할의 대표적 예라고 할 수 있는 강제조치와 평화유지 활동은 UN에 대한 국가주권과 인도적 개입의 갈등, 보편가치의 범세계적 적용문제, 시민사회의 효과적 수용, 미국과의 관계조정, 재정, 조직개편, 사무국과 관료조직의 구성과 기능의 조정, 상비군 설치 등의 문제를 불러왔다.
이러한 문제들은 국제환경과 질서의 변화에도 불구하고 국가가 여전히 국제사회의 주요 행위자로서의 입지를 유지하고 있기 때문에 개혁은 쉽지 않다. 그러나 UN은 다양한 이슈에서 국제사회의 공공재를 제공함으로써 글로벌 거버넌스에 이미 기여하고 있으며 앞으로 가속화되는 세계화속에서 이런 개혁과제들에 대한 전략적 접근을 통해 글로벌 거버넌스의 중심에 설 수 있을 것이다. 다시 말해 국제기구나 레짐 또는 제도를 통한 행위자들 간의 자연스러운 조화를 기대할 수 없는 국제환경 속에서 UN은 다양한 행위자와 다양한 이슈가 얽힌 국제문제를 관리하는 글로벌 거버넌스의 문제를 다룸에 있어 국가주권의 이양을 통해 여러 행위자들에 대한 관리의 능력을 보유함으로써 비효율 속의 효율을 기할 수 있다. 그리고 이것은 근대국가가 보유하고 있는 통치의 정당성과 적법성을 자연스럽게 승계하는 것으로 보편적 가치나 이상을 근거로 하는 것보다 UN의 행위에 대한 정당성을 확보하는 가장 손쉽고 확실한 방법이기도 하다. 이러한 정당성은 국가권력의 이동을 가속화시키고 국가들 간의 협력과 상호의존을 통한 평화로운 글로벌 거버넌스를 만드는 기초가 될 것이다.
