Ⅰ. Introduction

ⅰ. Purpose of Study

It realized that the DPRK designated Sinuiju Special Administrative Region on September, 2002. We many of South Koreans considered that it was the starting point for North Korea to open up its door to the world as one of the aftermaths of DJ`s Sunshine policy. It looked as an influence coming from China`s??One nation Two system??such as Hong Kong model. Unfortunately, however, China didn`t see good to North Korea`s conception of it. Subsequently, China arrested Yang Bin, the minister of Sinuiju Special Administrative Region appointed by the DPRK, on the charge of tax evasion. Based upon this event, I`d like to look into what the reason was, relating to the DPRK-PRK relations.

ⅱ. Flow of thinking

This paper is to show the both sides` - North Korea and China - position toward Sinuiju Special Administrative Region and its impact on their relationship by the chronological order ranging from the beginning of it to the arrest of Yang Bin.
