South Korea introduced the Employment Insurance System (EIS) on July 1, 1995. The Korean EIS is a combination of a traditional unemployment benefits program and active labor market policy to reduce the adverse effects of the benefit system on work incentives. These measures include job placement services and vocational training for the unemployed persons. This is why Korea calls this system as employment insurance rather than unemployment insurance. The Korean EIS is a compulsory social insurance system.

South Korea introduced the Employment Insurance System (EIS) on July 1, 1995. The Korean EIS is a combination of a traditional unemployment benefits program and active labor market policy to reduce the adverse effects of the benefit system on work incentives. These measures include job placement services and vocational training for the unemployed persons. This is why Korea calls this system as employment insurance rather than unemployment insurance. The Korean EIS is a compulsory social insurance system. All employers and employees in the covered enterprises should pay an insurance premium regardless of their willingness, and they are entitled to receive grants or unemployment benefits from the Employment Insurance Fund. To evaluate Korean EIS further, I would like to observe the system more about, and then, analyze the effectiveness and the limitation of EIS in South Korea.
The South Korea Employment Insurance System comprises three basic programs: The Employment Stabilization Program, Job Skill Development Program and Unemployment Benefits.
