표의 등가성을 통해 본 선거구획정의 공정성: 측정과 함의 (Equal Weighted Votes in Korean National Assembly Elections: Measurement and implications)

초록

이 논문은 표의 등가성을 측정할 수 있는 새로운 지수를 활용하여 한국의 선거구획정제도의 공정성 정도를 역대 국회의원선거를 대상으로 측정한다. 본 논문에서 표의 등가성을 측정하기 위해 사용된 코사인세타지수는 계산과정이 수월하며, 광역시도 내의 인구동등성 정도와 전체 선거체계의 공정성을 파악하는 데 있어서 다른 지수에 비해 그 유용성이 크다 할 것이다. 표의 등가성이라는 기준을 적용하여 역대 총선의 공정성 정도를 코사인세타지수 등을 통해 측정한 결과, 제헌 국회에서 제5대 총선까지의 선거체계의 공정성이 가장 높은 수준이었으며, 중선거구제로 실시된 제9-12대 총선이 가장 낮은 것으로 나타났다. 한편 본 연구의 주요 분석 대상이 되는 2000년대 이후에 실시된 제16-19대 총선의 경우, 대체로 제16개 광역시도 가운데, 경북, 전남, 전북 등은 선거구 인구동등성이 가장 낮게 나타났으며, 의원 1인당 선거구 평균 인구수도 가장 낮아 전반적으로 과다대표되고 있었다. 반면 대전, 서울, 인천 등의 광역시는 선거구 인구동등성이 높게 나타났으며, 의원 1인당 평균 인구수는 가장 높아 과소대표된 지역임을 확인할 수 있었다. 또한 도농 간의 비교에 있어서는 대체로 선거가 거듭될수록 도시와 농촌 지역 간의 선거구 평균 인구수 및 선거구 인구수 분배의 불균형 정도가 줄어드는 양상을 확인할 수 있었다. 이런 상황에서 2014년 헌법재판소의 판결에 따른 인구편차 허용기준 2:1의 일괄적 적용은 향후 지역대표성을 확보하지 못한 선거구수의 증가, 그리고 농어촌 선거구의 무분별한 통합으로 도농 간 불균형의 심화와 장기적으로 수도권과 비수도권의 불균형을 심화시킬 가능성이 높다. 본 연구는 선거구획정시 지역대표성을 확보하면서 선거체계의 공정성을 개선할 방법으로 농어촌 인구수에 가중치를 부여하는 방안을 제안한다.

영어초록

This article uses a new index measuring equal weighted voting to evaluate the fairness of a redistricting system operated in the previous National Assembly elections. The cosine theta index using in the article would be useful on what we see the ratio of the equality of population among metropolitan regions and the fairness of the whole electoral system, along with its simple calculation.
The results of the fairness of the previous National Assembly elections calculated by the cosine theta index is as follow: elections from the Constitutional Assembly through the 5th National Assembly have the highest fairness of the electoral system while elections from the 9th National Assembly through the 12th National Assembly which were implemented under multi-member electoral district have the lowest the fairness. In the elections from the 16th National Assembly through 19th National Assembly, Gyeongbuk, Jeonnaom, and Jeonbuk not only show the lowest equality of population between districts, but are also overrepresented with the lowest of the average population per district. On the contrary, Daejeon, Seoul, and Incheon not only show the highest equality of population between districts, but are also underrepresented with the highest of the average population per district. In the meanwhile, as elections get repeated the average population per district and a population gap between districts in urban-rural areas are growing less and less.
In this regard, the Constitutional Court’s verdict of a population gap between districts in 2014 which involved the principle of 2:1 between the most populated and the least populated districts can cause the following problems: the increase of underrepresented districts and the growing disparity between urban and rural areas as well as between capital and non-capital areas due to thoughtless integration of rural electoral districts. This paper suggests assigning an weight to population of rural electoral districts to increase regional representation combined with improving the fairness of the electoral system in the redistricting process.
