초록

(연구배경 및 목적) 산업시대의 기반이었던 다수의 대량・대형의 산업시설들은 도시문제를 발생시키는 요인이 되었다. 폐 산업시설의 문제는 공간재생의 중요성을 새롭게 인식하게 하였으며, 다양한 접근과 계획을 통해 해결해온 서구유럽의 사례가 우리에게 시사하는 바가 크다. 국내에서도 각 지역의 폐 산업시설 공간재생 프로젝트가 시도되고 있지만 지속적인 방문객 유입으로 이어지지 못하는 문제가 야기되고 있다. 이러한 배경에서 본 연구는 폐 산업시설 공간재생에 대한 문제 제기로서 주제의 이해와 주민 친화적 관점의 공공디자인에 대한 개념을 기반으로 폐 산업시설 공간재생을 위한 주민 친화적 공공디자인의 방향과 계획 요인을 도출하는데 연구의 목적이 있다. (연구방법) 이론적 고찰로써 폐 산업시설 공간재생 및 공공디자인의 주민 친화적 특성에 대한 선행연구를 진행하고, 폐 산업시설 공간재생을 위한 주민 친화적 공공디자인의 특성을 물리적 친화요소와 비 물리적 친화요소로 분류하고 4개의 방향 및 하위의 계획요인을 도출하여 이 특성을 분석의 틀로 활용하였다. 2014년부터 2017년까지 추진된 문화체육관광부의 폐 산업시설 문화재생 사업 22개소 중에서 지역별 7개의 장소를 대상으로 정성적 분석을 실시하였다. (결과) 분석의 결과‘지역의 가치지속’이 가장 높은 척도를 나타내었고 다음으로‘관심・동참・연대감’이었으며‘친근감 있는 환경’,‘사용자 친밀감’의 순이었다. 이 결과는 국내 폐 산업시설 공간 재생이 물리적 친화요소보다는 비 물리적 친화요소에 치중하여 추진되고 있음을 보여준다. (결론) 본 연구는 폐 산업시설 공간재생을 위한 주민 친화적 공공디자인 특성을 도출하였고 국내 문화재생사업의 사례를 분석하였다. 비 물리적 친화요소는 적극적으로 반영되고 있었던 반면 물리적 친화요소의 반영이 낮게 나타나 지속적인 방문객 유입을 위해서는 편의성・안전성・환경성・쾌적성이 좀 더 세심히 고려되어야 한다는 결론을 얻었다. 본 연구는 폐 산업시설 공간재생을 통해 다양해지는 주민요구를 실현하고 삶의 질을 제고하는 긍정적인 장소의 역할을 수행하기 위해 생활과 친밀한 공공성을 실현하는 공공디자인의 역할에 대한 방향성을 제시하며 향후의 학술적, 정책적, 산업적 차원의 후속 연구가 이어지는데 디딤돌이 되기를 기대한다.

영어초록

(Background and Purpose) Large-scale industrial facilities, which flourished during the industrial era and are now defunct, are considered to be a major cause of many urban problems. Abandoned industrial facilities have enhanced the understanding of the importance of spatial regeneration, and Western Europe, which has addressed these issues through various strategies, could offer a great deal of guidance. Spatial regeneration projects for abandoned industrial facilities in each region are also being attempted in Korea, but problems are arising that cannot lead to a continued influx of visitors. Against this backdrop, this research is based on the concept of public design from the understanding of the topic and the residents-friendly perspective as raising the issue of spatial regeneration of Abandoned industrial facilities, and the purpose of the research is to derive the direction and planning factors of residents-friendly public design for spatial regeneration of Abandoned industrial facilities. (Method) As a theoretical consideration, A prior study was conducted on the spatial regeneration of Abandoned industrial facilities and the residents-friendly characteristics of public design. The characteristics of residents-friendly public design for spatial regeneration of abandoned industrial facilities were classified into physical and non-physical friendly elements, drawing four directions and each planning factor and utilizing this characteristic as the framework of analysis. A qualitative analysis was conducted on seven sites in each region out of 22 projects for cultural regeneration of abandoned industrial facilities by the Ministry of Culture, Sports and Tourism from 2014 to 2017. (Results) As a result of the analysis, 'regional value persistence' was the highest measure, followed by 'interest, co-operation and solidarity', 'friendly environment' and 'user intimacy'. The results show that the regeneration of domestic abandoned industrial facilities space is being promoted by focusing on non-physical friendly factors rather than physical ones. (Conclusions) This study derived residents-friendly public design characteristics for spatial regeneration of abandoned industrial facilities and analyzed the cases of domestic cultural regeneration projects. While non-physical friendly factors were actively being reflected, it was concluded that convenience, safety, environment, and comfort should be considered more carefully in order to continuously attract visitors as the reflection of physical friendly factors was low. This study presents the direction of public design's role in realizing the needs of residents and improving the quality of life through the spatial regeneration of abandoned industrial facilities, and hopes that it will serve as a stepping stone for further research at the academic, policy and industrial levels in the future.
