공공기관의 윤리, 평가로 높일 수 있는가?: 공공기관 윤리경영 평가에 대한 분석 (Can the ethics of public institutions be improved by evaluation?: Analysis of evaluation on public institution's ethical management)

초록

공공기관 임직원의 윤리성을 저해하는 행태들은 정책의 정당성과 합리성을 떨어뜨린다. 국민권익위원회 조사 결과와 언론의 많은 사례들을 보더라도 공공기관의 윤리에 대한 평판은 개선되지 않고 있다. 공공기관 경영평가에서 윤리경영 평가를 편람을 중심으로 분석해보면, 지속해서 평가의 중요도가 높아지고, 평가의 구체성 수준이 높아졌다. 즉 윤리경영이 별도의 평가지표로 분리되고 그 가중치가 지속해서 증가하였으며, 평가내용이 구체화되었다. 하지만, 윤리경영의 평가 실효성에 대한 의문도 제기되었다. 2018년 윤리경영에 대한 평가에서 공기업 중 최상위 등급인 B+를 받은 한국토지주택공사가 2020년에는 “준법 및 윤리경영 차원의 내부통제체계가 제대로 작동하지 않은 것”으로 평가되었다. 윤리경영 체계의 구축을 통한 공공기관 임직원의 윤리성을 높이려는 노력과 성과가 경영 평가를 통해서 개선할 수 있을 것인가에 대한 답이 필요하다. 평가를 통해서 윤리경영 수준을 높이기 위해서 제도의 설계와 평가 운영의 개선이 필요하다. 특히 공공부문의 윤리 및 윤리경영 전문가의 평가 참여, 윤리경영에 대한 평가역량의 제고, 윤리경영 및 윤리경영 평가에 관한 교육의 확대, 개별 평가위원 보다는 팀 중심의 평가, 상시적인 윤리경영 체계 운영과 성과에 대한 모니터링과 이를 반영한 평가 결과의 수렴 등을 고려할 수 있다.

영어초록

Behaviors that undermine the ethics of executives and employees of public institutions reduce the legitimacy and rationality of policies. When you look at the results of the Anti-Corruption and Civil Rights Commission investigation and many cases in the media, the reputation of public institutions about ethics has not improved. An analysis of ethical management evaluation of public institutions based on the handbook shows that the importance of the evaluation on ethical management has continuously increased, and the level of specificity of the evaluation has increased. In other words, ethical management was evaluated by a separate evaluation index, its weight continued to increase, and the evaluation contents were materialized. However, questions were raised about the effectiveness of the evaluation of ethical management. Korea Land and Housing Corporation, which received B+, the highest grade among public companies in the evaluation of ethical management in 2018, was evaluated as “the internal control system in terms of compliance and ethical management did not work properly” in 2020. There is a need for an answer on whether the efforts and performance of public institutions to raise the ethical level of employees through the establishment of an ethical management system can be improved through evaluation. In order to raise the level of ethical management through evaluation, it is necessary to rationally design the evaluation system in the process of system design with enhancing the roles of evaluation members and evaluation team, and to make efforts as a whole of the evaluation group. In addition, ethical management experts’ participation in evaluation of ethics, expansion of education on evaluation methods, establishment of a team-oriented evaluation, continuous monitoring and convergence of evaluation results reflecting this can be considered.
