교원의 전문성과 책무성에 근거한 교원평가제도의 타당성 평가 (Evaluation of the Validity of the Teacher Evaluation System Based on the Concept of Teaching Staff's Expertise and Accountability)

초록

교원의 전문성과 책무성 개념을 분석하여 교원평가제도의 평가 준거를 도출하고 그에 근거하여 우리나라 교원평가제도의 타당성을 평가하였다. 그 결과, 현재의 교원평가 제도는 인사행정 결정을 위한 자료 제공 기능과 교사들의 근무수행을 감시하는 통제 기능만을 수행하며, 교원의 전문성이 발달하는 기제나 경로에 대한 체계적인 검토가 부족하고, 본질적 측면의 전문성 신장을 저해할 소지가 있는 것으로 나타났다. 또한, 교원평가는 교장 및 사립학교 교원의 전문성 신장이나 교원의 반성적 실천을 유도하는 기능도 하지 못하고 있으며, 교원 전문성의 총체적 성격과 개성도 충분히 반영하지 못하고 있다. 교원의 책무성 차원에서도 교원평가는 책무성의 전제가 되는 교원의 자율권을 충분히 보장하지 못하고 있으며, 교원 개개인에게 본인의 직무수행 및 성과에 대한 합당한 설명을 제공할 기회나 학부모와 학생 등 다른 구성원들이 교원과 책임을 공유할 기회를 충실하게 제공하지 못하고 있다. 또한 교원의 직무수행 및 성과에 영향을 미치는 요인들을 충분히 고려하지 못하고 있다. 아울러, 교원 개인의 책무성과 집단의 책무성이 구분되지 못하고 있으며, 교원의 총체적인 책무성을 다루지 못하고 있는 것으로 나타났다.

영어초록

This study tried to analyze the concepts of expertise and accountability of teaching staff and derive the criteria for evaluating the validity of teacher evaluation. Using the criteria, the teacher evaluation system was analysed. The results are as followes: First, the functions of the teacher evaluation system are limited to providing the data for personnel decision and monitoring and controlling teacher performance. And the teacher evaluation system fail to systematically examine the development mechanism or path of teacher expertise. Therefore it is apt to injure the development of essential expertise. Second, the teacher evaluation system fail to induce the professional development of principal and private school teachers. It also fails to induce the reflective practice of the teaching staff. And it does not reflect the holistic quality and idiosyncracy of teacher expertise. Third, the teacher evaluation system can not guarantee the autonomy of teaching staff which support the accountability of them. And it does not providing the teaching staff with enough chance of giving valid explanations for their preformance and results. Fourth, the teacher evaluation system does not consider the factors which influencethe teachers' performance and results, and does not provide such school members as the students and parents with the opportunity for sharing the responsibility with teachers. Fifth, the teacher evaluation system does not make a distinction between the individual accountabilty of teacher and the group accountability of teachers. Also, it does not deal with the holistic accountability of teacher. Based on these results, this study made such suggestions as enactment of a Presidential decree on the teacher evaluation, the inclusion of the essential outcomes of teacher, entrusting the school and teachers with the power of deciding the contents of the teacher evaluation, opening the forum for the dialogue and discussion about the teacher evaluation, efforts for improve the conditions of education and job performance, and teachers' affirmative attitude and efforts for the teacher evaluation.
