The Strategy and Evaluation System of Investment Promotion Agencies (IPAs)Hwy-Chang MoonJin Sup Jung Realizing the importance of attracting foreign direct investment (FDI), many countries in the world have created or strengthened investment promotion agencies (IPAs) in order to facilitate their economic growth. However, it is very difficult to create a standardized, ideal type of IPA because each country is different in terms of its stage of economic development, culture, and geographic locations. Policy makers need more effective strategies and systems for this purpose. In particular, the evaluation system of inward FDI is very important. However, there are few countries which have appropriate systems for fair evaluation of the efforts of attracting FDI. This study reviews the related theories of FDI and national competitiveness, and suggests a comprehensive model for evaluating the inward FDI. Furthermore, this paper conducts a set of simulations in order to find the most appropriate model for the Korean case. Some important implications are then provided.
