신시대 중국 시기의 ‘펑차오 경험(楓橋經驗)’ 현상에 대한 정치사회적 함의 (A study on the political and social implications of the ‘Fengqiao Experience’ phenomenon in the new era of China)

초록

2023년과 2024년에 한국 언론에 소개되었던 중국의 ‘펑차오경험’은 중국에서 강조되고 있는 사회치리(社會治理, 사회 거버넌스)와 밀접한 관련이 있다. ‘펑차오경험’은 1960년대 저장성 주지현(諸暨縣) 평차오구(楓橋區)에서 형성되었던 ‘상부로 올리지 않고, 현지에서 해결한다’는 것을, 마오쩌둥(毛澤東)이 ‘군중에 의지하여 모순을 해결한다’는 방안을 학습하고 확산하라는 지시로 널리 알려졌다. ‘펑차오경험’은 1960년대 당시 중국 사회에서 숙청해야 할 대상인 ‘4류분자(지주, 부자, 반혁명분자, 악질분자)’를 제거하는 사회주의교육운동의 하나이다. 이후 펑차오경험은 여러 지역에서 다양한 형태로 변해 왔다.
본 연구의 목적은 중국 여러 지역에서 나타나고 있는 ‘펑차오경험’에 내포된 정치사회적 의미가 무엇인지 살펴보는데 있다. 중국에서 발표되는 여러 자료를 살펴보면, ‘펑차오경험’은 중국이 목표로 삼고 있는 ‘2개의 100년’과 ‘중화민족의 위대한 부흥’이라는 ‘중국의 꿈’ 실현과 관련이 있음을 알 수 있다. 그런 면에서, ‘펑차오경험’의 새로운 형태는 사회통제로의 의미와 사회관리로서의 의미 및 시민들의 자발적인 공동체로서 의미를 지니고 있다.
2022년 제20차 전국대표대회 보고에서 시진핑이 “기층사회에서 신시대 ‘펑차오경험’을 견지하고 발전시켜, 적절한 시기에 기층에서 모순과 분쟁을 해결하고, 문제가 발생할 상황에서 즉시 해결해야 한다.”라고 강조하면서 ‘펑차오경험’은 화두에 올랐고, ‘펑차오경험’이 중국 기층사회의 모순을 해결하는 방안으로 떠올랐다. 이후 중국당국은 시진핑 국가주석이 지방정부에서 거두었던 성과를 소개하면서 ‘시진핑사상’ 학습으로 연결 짓고 있으며, ‘펑차오경험’을 비롯한 시진핑의 기층사회문제 해결에 관한 내용을 배우게 하고 있다.
중국당국은 ‘펑차오경험’이 중국특색 사회주의 기층치리의 성공 사례이고, 60년의 실천과 혁신을 거쳐 국가와 사회치리에도 중대한 의미가 있음을 입증하였다고 선전한다. 중국당국은 신시대 ‘펑차오경험’을 어떻게 지속시킬 것인가에 대해서 여러 지역에서의 사례를 통해 입증되고 있다고 밝혔다.
시진핑 국가주석이 법과 교육을 통한 사회안정을 강조하고 있는 시기에 ‘펑차오경험’이 중국에서 재조명되고 있다. 이러한 시대적 상황 속에서 중국 각 지역에는 다양한 형태의 ‘펑차오경험’이 소개되고 있고, ‘펑차오경험’은 사회치리의 모범이 되고 있다.
2012년 제18차 전국대표대회 이후 각 지역에서는 계승을 바탕으로 혁신하고, 축적된 기초를 바탕으로 심화시켜, ‘펑차오경험’을 뿌리내렸다. 그리고 농촌 ‘펑차오경험’에서 도시 사구 ‘펑차오경험’과 해상 ‘펑차오경험’, 네트워크상 ‘펑차오경험’으로 파생하였다. ‘펑차오경험’은 ‘기층사회의 안정’과 ‘기층사회의 통제’가 동시에 존재하고 있다. 최근 중국에서는 ‘펑차오경험’ 뿐만 아니라, 시진핑 국가주석이 과거 지방정부에서 거둔 성과가 대대적으로 홍보되고 있다. 이는 중국 내에 형성되고 있는 시진핑의 장기집권과 ‘시진핑 사상’ 내용과도 관련이 있다. 마오쩌둥 시기에 등장하였던 ‘펑차오경험’은 오늘날 시진핑 국가주석이 사회치리의 통치기술로 자리잡고 있다.

영어초록

The “Fengqiao Experience” of China, which was introduced in the Korean media in 2023 and 2024, is closely related to the social governance that is emphasized in China. The ‘Fengqiao Experience’ was widely known as the instruction of Mao Zedong to learn and spread the method of ‘resolving contradictions by relying on the masses’ and ‘solving problems locally without sending them to the higher-ups’ that was formed in Pingqiao District, Zhuji County, Zhejiang Province in the 1960s. The ‘Fengqiao Experience’ was one of the socialist education movements in Chinese society in the 1960s to eliminate the ‘The four elements(四类分子: landlords, rich peasants, counterrevolutionaries and rotten elements)’ that needed to be purged. Since then, the ‘Fengqiao Experience’ has changed into various forms in different regions.
The purpose of this study is to examine the political and social meanings contained in the ‘Fengqiao Experience’ that has emerged in various regions of China. Looking at multiple materials published in China, we can see that the “Fengqiao Experience” is related to realizing the ‘Chinese Dream’ of the ‘Two Centenaries(兩個百年)’ and the ‘Great Rejuvenation of the Chinese Nation’ that China is aiming for. In this regard, the new form of the ‘Fengqiao Experience’ means social control, social management, and a voluntary community of citizens.
In the report of the 20th National Congress in 2022, Xi Jinping emphasized that “we should uphold and develop the new era of the ‘Fengqiao Experience’ in grassroots society, resolve contradictions and disputes at the grassroots level at an appropriate time, and immediately resolve problems when they arise”, and the ‘Fengqiao Experience’ became a hot topic, and the ‘Fengqiao Experience’ emerged as a way to resolve the contradictions of the grassroots society in China. Since then, the Chinese authorities have been introducing the achievements of President Xi Jinping in local governments and linking them to learning about Xi Jinping’s Thoughts, and have been teaching about Xi Jinping’s solutions to grassroots social problems, including the ‘Fengqiao Experience’.
The Chinese authorities have been publicizing that the ‘Fengqiao Experience’ is a successful example of grassroots socialism with Chinese characteristics. It has proven significant significance for the country and social governance through 60 years of practice and innovation. The Chinese authorities have stated that the ‘Fengqiao Experience’ in the new era is being proven through cases in various regions.
The ‘Fengqiao Experience’ is being re-examined in China at a time when Xi Jinping is emphasizing social stability through law and education. In this era, various forms of the ‘Fengqiao Experience’ are being introduced in each region of China, and the ‘Fengqiao Experience’ is becoming a model for social governance.
Since the 18th National Congress in 2012, each region has innovated based on inheritance, deepened based on accumulated foundations, and taken root in the ‘Fengqiao Experience’. Then, the rural ‘Fengqiao Experience’ has been derived into the urban dune ‘Fengqiao Experience’, the maritime ‘Fengqiao Experience’, and the network ‘Fengqiao Experience’. The ‘Fengqiao Experience’ has both ‘stability at the grassroots level’ and ‘control at the grassroots level’. In China, not only the ‘Fengqiao Experience’ but also the achievements made by Xi Jinping in local governments in the past have been widely publicized. This is related to Xi Jinping’s long-term rule and the content of ‘Xi Jinping Thought’, which is taking shape in China. The ‘Fengqiao Experience’, which emerged during the Mao Zedong era, has become Xi Jinping’s social governance technique today.
