초록

This paper is to study on characteristic analysis and cause, counterplan as
factors of the unplanned, indiscrimination, illegality, non-rationality of natural
park’s sprawl in case of Palgong-mountain. The results are in the followings.
Frist, The unplanned development started from program of the tour road’s and
educational hall’s building, by which driven politician’s election manifesto.
Second, The indiscriminate development ensued from programs of golf course’
s and skyline’s, resting place’s construction that resulted from complicated
laws and regulations. Third, The illegal development appeared in program of
the walking road’s and resting facilities to temple visitors that resulted from
slight penalty and lack of nature protection mind of servants. Finally, The nonrational
development started from program of the house and restaurant
construction, by which followed by government deregulation.
The measures to solve these problem could be proposed before plan
establishment and done, the making of the one-stop system natural park law,
reinforcement of punishment and regulation in natural park
