초록

아르트 샤스뜨라와 주례는 가장 큰 공통점은 하나의 제국을 이상으로 하고 있다. 전자는 와르나쉬라마(Varnāśrama)에 기초한 제국 그리고 후자는 천명을 받은 왕과 예(禮)를 중심으로 한 제국이 그것이었다. 이와 같이 그 총론에 있어서 두 책은 동일한 목표를 가지고 있지만 각론에 들어서면 많은 차이점을 발견하게 된다. 단순히 이 차이가 와르나쉬라마와 예라는 서로 다른 종교적ㆍ철학적 개념에서 발생한다고 주장할 수도 있지만, 이 두 개념 모두 세습적인 사회적 계급에 바탕을 두었고 절대군주제를 옹호했다는 점을 잊어서는 안된다. 각론에 있어서 차이가 나는 이유는 두 책이 이상으로 하였던 제국의 환경이 서로 달랐다는 점에서 찾아야 할 것이다. 즉, 아르트 샤스뜨라는 세계정복을 꿈꾸는 왕을 위해 만들어진 책이고 주례는 이미 완성된 제국의 왕을 위한 것이었다. 따라서 아르트 샤스뜨라는 제국 건설에서 발생할 수 있는 모든 방해요인들을 예측하고 방지하고 제거하는데 많은 부분을 할애하고 있다. 반면, 주례는 이미 통일된 제국체제에 대해 모두가 동의 또는 복종하고 있다는 전제에서 논의를 시작하므로 안정된 세계의 조화로운 운용에 중점을 두고 있는 것이다. 이와 같은 관점에서 본다면 앞에서 언급하였던 두 책의 여러 차이점들, 예를 들어 정치제도의 효율성과 번잡성, 거점적 봉건체제와 차등적 봉건체제, 형벌과 교화에 대한 시각 그리고 외교관계와 전쟁에 대한 비중 등의 차이점들을 보다 쉽게 이해할 수 있다.

Arthshastra and Zhouli are the oldest resources for studying the political institutions of ancient India and China.
Arthashastra is an ancient Indian treatise on statecraft, economic policy and military strategy which identifies its author by the names Kautilya. Arthshastra emphasize that a state’s law and order be maintained. So, it gives out how a ruler should protect his territory, which principally refers to administration of the state. Arthshastra’s political institution had acted on Indian polity for many centuries.
Zhouli is one of three ancient ritual texts listed among the classics of Confucianism. Though tradition ascribed the text of the Zhouli to the Duke of Zhou or to its first editor Liu Xin, the work is considered by modern scholars to have been a anonymous utopian construct. The Zhouli that which the Zhou people most emphasized and at which they were such things as their system of officialdom, their rites and music, punishments and regulations, agriculture, and education. Their institutions, their regulations, and their material accouterments of feudal-age rule were resplendent in their completeness.
Arthshastra and Zhouli express the ideas of empire in common. They pursuit well- organized administrations and argues for an autocracy managing an efficient and solid economy. It discusses the ethics of economics and the duties and obligations of a king. The scope of Arthaśāstra and Zhouli are, however, far wider than statecraft, and it offers an outline of the entire legal and bureaucratic framework for administering a kingdom.
But former is the book for the king who pursuit be a ‘world conqueror.’ Therefore,Arthshastra is a book of political realism. It analysing how the political world does work and not very often stating how it ought to work. This is a book that frequently discloses to a king what calculating and sometimes brutal measures he must carry out to preserve the state and the common good. On the other hand, Zhouli is a book for the king who govern a empire in frame. It start its discussion based on the presupposition that the peopl will agree or obey imperial system. Therefore, the only person that constitutes the empire, is the king. He determines the regions and fixes the governmental positions and he embodies the cities and measures the countryside. He creates the ministries and separates their respective functions. This all to make a fixed pole for the people. So, Zhouli stress on ‘harmony of world’. This idea of harmony had influenced many Chinese dynasties till modern age.
