    초록

    This study has the objective of exploring the direction of physical education in schools for the promotion of elite sports by applying an analytical method to the actual states while focusing on both the literature and institutions. The governmental department in charge of physical activity in Korea has been developed in divisions of the Educational Department maintenance phase (1946-1982), Physical Activity Department transfer phase (1982-1994), cooperative phase of the two departments (1994-present). Not long before the attracting the Seoul Olympics in 1982, North Korea participated in the München Olympics, which placed an emphasis on elite sports. The participating government concluded an agreement of work cooperation in the physical activity field between the Ministry of Culture and Tourism and the Ministry of Educational Human Resources. The Myung-bak Lee Administration constructed a physical activity-friendly educational environment, and the Geun-hye Park Administration initiated the institutional goal of a happy school life with the 1 sport per student project. The main achievements of the School Physical Education Policy began supporting student athletes in order to suit the trend of an increase in students and schools participating in school physical education(regular classes, sports club activities, and sports club leagues), which brought a positive change in the personalities of students that participate therein. Regardless of such achievements, the number of student athletes registered with the Korean Olympic Committee is decreasing, and there is insufficient progress in the construction of systems supporting the budget and cooperation for the expansion of opportunities of participating in physical education. As the main directions of physical education in schools for the promotion of elite sports, combined athlete registration – integrated league – initial settlement of the elevation policy, diversification and activation of the operation of sports clubs, construction of a cooperation system between the Korea Athletic Promotion Association and Korea University Sports Foundation(government, relevant groups, and media), advancement of the bachelor-advancement-career support of student athletes, construction of an integrated information service providing portal system, early selection of athletes and construction of a customized support system using a scientific approach accompanied by the 4th industrial revolution, activation of the operation of the Korea Athletic Promotion Association and establishment and operation of a national(regional) sport promotion committee in units of the country-city, province-city, gun, gu, construction of a sports volunteer service system, supporting youth sports activities, expansion of school and regional physical activity facilities, stabilization of employment of elite sports teachers, expanded placement of sports instructors (kindergartens, etc.), and the objective procurement and efficient execution of budget.
