초록

분단 70년을 향한 시점에서 통일의 의미와 환경은 크게 변화하여 이제는 통일의 목표를 ‘대한민국 체제의 북한으로의 확대’와 ‘북한 주민도 자유와 번영’을 함께 누릴 수 있도록 하는 ‘새로운 미래를 창조 한다’는 것으로 인식을 다시 할 필요가 있다.
글로벌 코리아의 네 가지 장기 비전은 1) 민주 한국의 완성, 2) 지속적으로 번영하는 한국, 3) 자주적이고 강한 한국, 4) 자유와 인권이 보장되는 통일 한국의 달성이다. 이 네 가지 장기 비전은 한국인이 공유하고 있는 꿈이며, 우리가 누리는 이러한 꿈과 자유와 풍요를 북한 동포들도 함께 나누는데 통일 정책의 목표를 두어야 한다. 이러한 통일 정책을 전개하기 위해서는 1) 북한에 대한 압도적인 군사우위 확보, 2) 모든 국민들의 통일된 통일 의식, 3) 적극적인 통일 외교 정책, 4) 북한의 체제 변화를 유도하기 위한 적극적인 개입과 관여 정책이 필요하다.
우리는 통일의 의미와 비전, 통일 정책의 기본 지침을 민주, 평화, 자주 통일로 정하고 있다. 1989년부터 다져온 우리 정부의 통일 정책은 ‘민족 공동체 통일 방안’이며, 이 방안은 남북 대결 상황을 종식시키는 화해 협력 단계, 이질화된 남북한 사회의 동질화를 촉진하고 남북한 사회의 체제 상응성을 높여 남북 연합을 이루는 단계, 남북한의 현존 국가를 통합해 통일 국가를 완성하는 단계 등 3단계로 구성되어 있다.
북한 동포들도 우리와 똑같이 인간으로서의 존엄과 자유를 보장받고 풍요로움을 함께 누리며 민족 자존의 통일 한국 창조 대열에 동참토록 하는 것이 우리 국민의 통일의지이며 통일한국의 미래상이다. 이를 위해서는 통일 준비가 필수적이다.
통일을 준비하는 데 필요한 통일 비용은 통일 한국의 미래 창조를 위한 투자비용이며, 남북한이 분단되어 있는 동안 끊임없이 지불해야 할 기회비용인 분단 비용보다 적다. 통일이 가져올 효용과 편익, 투입될 재원과 조달 방안, 통일의 바른 방향 등에 대한 국민적 논의와 공론화를 통해 통일 준비를 착실히 해야 한다.

영어초록

With more than 60 years of division of territory, the meaning and circumstances of unification have significantly changed. Unification of Korea does not mean a return to the past before the division of Korea but a new state to be created in the future. People have considered unification to be an expansion of democratic system to North Korea and prosperity of North Koreans.
People in South Korea have achieved unbelievable economic progress and built up an exemplary democratic country in Asia from the rage of Korean War. On the other hand, totalitarian and autocratic North Korea has failed and remained one of the rogue countries. South Korea should stand on firm ground on the will of unification and policy guidelines that it must play a leading role in unification.
Based on what South Korea has accomplished, people in South Korea map out a long term vision of global Korea and the four visions of global Korea are as follows; first is the completion of democratic Korea. Second is the establishment of consistently prosperous Korea. Third is the establishment of independent and strong Korea and the last is the attainment of unified Korea that ensures freedom and human rights. These four visions of global Korea are a dream that average Koreans share.
In order to develop new unification guidelines that we take the lead in unification and North Koreans enjoy material wealth and freedom and take part in the establishment of global Korea, four tasks that we carry forward are suggested in the following manner. First, we should gain an overwhelming comparative advantage in terms of military over North Korea. Second, all tongues of South Korea should have a unified sense of unification. Third, we should take an active foreign policy in unification. Lastly, we should intervene and participate in the regime shift of North Korea.
South Korea sets basic guidelines of unification policy as democratic, peaceful and independent unification. The guidelines of democratic unification signify that a goal of unification is to establish a liberal democratic country and unification should be pursued democratically. The peaceful unification policy means that unification should be achieved peacefully. The independent unification is guidelines that South Korea should take the lead in unification without any intervention from surrounding nations.
To develop unification policy of global Korea, we should figure out what the formal unification measure that we agree on would be. Unification policy that people and government of South Korea have refined since 1989 is an ethnic community unification policy. This policy consists of three stages. The first step is to reconcile and cooperate by terminating confrontation. The second step is an alliance of North and South Korea with system compatibility. The last step is to unite North and South Korea as a government body.
Unification should not be looked upon in terms of dichotomy between division and combination but rather accumulation of phases from hostile conflict, neutral coexistence and cooperative coexistence to united community.
An image of future unified Korea and a will of Korean people are that North Koreans should be treated with dignity as a human being, live an affluent life and take part in establishment of a unified Korea. Preparation for unification is compulsory to accomplish an image of future unified Korea. Unification can be close at hand like an avalanche. The cost of unification is an investment cost for future. The cost of unification is lower than that of division because the latter is an opportunity cost to pay constantly as far as Korea is divided. Above all things, the benefit of unification is more than the cost of unification in that the cost of unification is temporary but the benefit of unification is continuous and infinite after unification. It is high time to prepare and discuss the right direction of unification, utility, benefit that unification brings out and finances.
