北方政策에 나타난 北方領土問題 (Northern Territory Issues in the Northward Policy)

초록

노태우 정부가 야심 있게 추진한 北方政策은 유엔동시가입, 남북기본합의서 채택, 韓‧蘇수교, 韓‧中수교라는 가시적 성과가 있었지만 장래 국가적 이익을 볼 때 중국과 소련과의 수교과정은 실패작이라 평가할 수 있다.
당시의 정책결정자들은 북방정책을 한민족의 문화적 요소와 역사지리적 요소가 가미된 북방영토 개념으로 파악하여 추진하지 않았다.
특히 한소수교시에 1937년 스탈린에 의해 중앙아시아로 강제이주당한 우리 동포문제에 대한 보상 문제를 전혀 언급하지 않았다. 수교 후 소련의 해체로 말미암아 구소련 지역의 우리 동포들은 오갈 데 없는 난민화라는 현실에 직면하였으며, 중앙아시아의 내전과 배타적인 회교민족주의로 인하여 기본적인 생존의 위협을 느껴 다시 연해주로 이주하기도 하였다.
또한 한중수교시에도 간도영유권문제를 전혀 언급하지 않았다. 그리고 중국동포인 조선족들은 한국에 오는 것을 갈망하여 목숨 건 密航을 불사하였으며, 한국에 입국하기 위한 위장결혼도 마다하지 않았다. 이러한 현상들은 모두 중국조선족의 생존기강을 무너뜨리는 것이었다.
이러한 중국조선족의 상황과 중앙아시아 韓人들의 난민화는 北方政策의 결과였다. 북방정책은 위정자들이 민족을 생각하기보다는 자신들의 영달과 공적을 내세우기에 힘썼기 때문에 북방정책 속에 내포된 북방영토문제를 등한시할 수밖에 없었다.
결국 이들은 소련과의 수교교섭에 30억 달러라는 너무 비싼 대가를 제공하였으며, 재소한인문제 처리와 간도 및 연해주 영유권 문제, 중국조선족 문제를 너무 소홀히 다루었다. 그 결과 북방영토에 거주하고 있는 우리 동포들은 민족정체성을 상실할 위기상황에 처하였다.
따라서 북방영토는 역사적으로 우리 민족에게 매우 중요한 땅일 뿐만 아니라 민족의 생존권 역으로서의 중요하다. 간도의 만주지역과 연해주, 한반도로 연결되는 한민족공동체의 형성을 예상하여 장기적인 전략을 세워 북방정책을 추진했어야 옳았다.

영어초록

The northward policy that was ambitiously promoted by Noh Tae-woo’s government produced some visible performance, such as simultaneous admission to the United Nations of South and North Korea, adoption of the 1992 South-North Basic Agreement and formation of diplomatic ties with the Soviet Union and China.But the process of building diplomatic relations with the former Soviet Union and China can be assessed as a failure in consideration of the country’s potential benefits.
The then policymakers did not grasp the concept of northern territory that contains the culture and geographical history of the Koreans.
In particular, when forming ties with the former Soviet Union, Noh Tae-woo’s government never mentioned the compensation for Korean compatriots, who had been compelled to move to Central Asia in 1937 by Stalin.Due to the dissolution of the former Soviet Union after the normalization of relations between Korea and the USSR, the Koreans living in the former Soviet region had to face the reality that they ended up refugees.Some of them returned to the Maritime Province of Siberia, as their survival was threatened by civil wars in Central Asia and exclusiveness of Muslim society.
In building diplomatic ties with China, Noh Tae-woo’s government never took issue with the sovereignty of the Gando region.In the meantime, the Korean-Chinese people’s eager to come to Korea was so intensive that they took the risk of stowing away and even got fake marriages.All of such phenomena have devastated the foundation for the survival of Korean compatriots living in China.
The above-mentioned circumstances of the Korean-Chinese people and the refugee status of Korean compatriots living in Central Asia are attributable to the then northward policy.The then policymakers, who granted priority to their own performance and success rather than their people, disregarded northern territorial issues that should have been included in their northward policy.
In the end, such policymakers paid an exorbitant price of USD 3 billion for forming ties with the former Soviet Union and disregarded the Korean compatriots living in the former Soviet region and China and the sovereignty of Gando and the Maritime Province of Siberia.As a result, the Koreans living in the northern territory have faced the risk of losing their ethnic identity.
The northern territory is a tremendously important land for Koreans in terms of not only the historical side but the survival region of the people.In this regard, Noh Tae-woo’s government should have predicted the formation of the Korean community connected from the Manchurian region in Gando, the Maritime Province of Siberia to the Korean peninsula and established a long-term strategy in promoting its northward policy.
