도시공원녹지 내 텃밭정원 주민참여 프로그램 지표 개발 연구 - 수원특례시를 중심으로 - (A Study on the Development of Indicators for Kitchen Gardens Participation Programs in the Urban Park Green Area - Focused on Suwon Special City -)

초록

도시공원 녹지 내 텃밭정원 주민참여 프로그램 지표를 개발하기 위한 연구로, 최근 3년 간 지속적으로 운영 중인 텃밭정원 현황조사(16개소) 분석한 후 4개 영역(투입, 처리의 과정, 산출, 피드백)인 시스템 이론(System Theory)을 사용하여 설문지를 작성하였다. 이를 전문가 집단에 대한 델파이(Delphi) 기법(3회) 적용을 통하여 각 영역의 항목과 개발 지표를 도출하였고, 계층화 분석 과정(AHP)을 실시하여 집단별 개발 지표의 상대적 중요도를 산출하였다. 그 결과는 다음과 같다. 첫째, 투입 영역의 일반환경 항목에 대한 개발 지표로 텃밭정원 주변의 편의시설, 사회적 약자의 참여가 도출되었다. 예산 및 제도 항목의 경우 운영기관의 재정 지원, 텃밭정원 프로그램 컨설팅 지원, 교․강사의 전문성이 개발 지표로 나타났다. 둘째, 처리의 과정 영역 중 프로그램 설계 항목 및 홍보 항목의 경우 프로그램의 목표, 참여 대상별 맞춤형 프로그램, 프로그램 강의계획서의 내실성, SNS 등 매체를 활용한 홍보가 개발 지표로 나타났다. 프로그램 실행 및 관리 항목에 대한 개발 지표로 프로그램 주기, 프로그램 운영관리 체계 마련, 지속적인 참여 독려, 안전관리 준수가 도출되었다. 셋째, 산출 영역 중 참여자 성과 항목에 대한 개발 지표로서 정신 건강의 증진, 개인 역량 증진, 생태환경에 대한 관심 증진이 도출되었고, 사회적 성과 항목의 경우, 공원녹지 기능의 확대, 텃밭정원의 교육서비스 정보 강화, 주민들의 참여 증대가 개발 지표로 나타났다. 넷째, 피드백 영역의 운영기관 평가 항목에 대한 개발 지표로서 주민의 자발적 참여를 위한 적극적 협력, 프로그램 목적, 참여자 특성에 적합한 운영관리 체계 지원이 도출되었고, 프로그램 평가 항목의 경우 프로그램 내용의 실용성, 친환경적 운영관리가 개발 지표로 나타났다. 그리고 참여자 평가 항목에 대한 개발 지표로서 참여자 만족도 조사, 강사에 대한 평가, 프로그램 기대효과의 충족이 도출되었다. 다섯째, 선정된 프로그램 개발 지표들의 우선순위를 보면, 운영기관의 재정 지원, 탄소중립의 실천, 교․강사의 전문성, 프로그램의 목표, 텃밭정원 주변의 편의시설 등의 순으로 나타났다. 여섯째, 관련 공무원 집단의 개발 지표 우선순위는 운영기관의 재정 지원, 안전관리 준수, 교․강사의 전문성, 자연 환경과의 공생, 생태환경의 보호 순으로 나타났으며, 연구직 집단의 경우에는 재정 지원, 주변의 편의시설, 프로그램의 목표, 탄소중립의 실천, 교․강사의 전문성 순으로 개발 지표의 우선순위가 나타났다.

영어초록

The present study aims to develop indicators for resident participation programs in kitchen gardens located in the urban park green areas. It began by analyzing the current status of 16 kitchen garden sites that have been continuously operated over the past three years. Based on this analysis, a questionnaire was worked out using the System Theory which consists of four domains: input, process, output, and feedback. The Delphi method (three rounds) was applied to a panel of experts to derive indicators for each domain. Additionally, an Analytical Hierarchy Process (AHP) was conducted to determine the relative importance of the indicators by group. The key findings are as follows: First, as development indicators for general environmental items in the input domain, revealed were the convenience facilities around the kitchen gardens and the participation of the socially disadvantaged. For budget and system items, financial support from operating organizations, consulting support for garden programs, and the expertise of teachers and instructors were identified as development indicators. Second, in case of program design and promotion items of the processing areas, the development indicators were found to include the program’s goals, customized programs for each participant, the substance of the program’s syllabus, and promotion using media such as SNS. Whereas, the development indicators for program execution and management items appeared to include program cycle, establishment of program operation management system, encouragement of continuous participation, and compliance with safety management. Third, the promotion of mental health, the enhancement of individual capacity, and the increasing interest in the ecological environment turned out to be the development indicators for the participant performance items in the output domain were. For the social performance items, the expansion of park green space functions, the strengthening of educational service information for kitchen gardens, and the increase of resident participation were identified as development indicators. Fourth, active cooperation for voluntary participation of residents, program purpose, and support for an operational management system suitable for participant characteristics were derived as development indicators for the operating agency evaluation items in the feedback area. Whereas, for the program evaluation items, practicality of program content and eco-friendly operational management were found to be development indicators. In the participant performance category, however, development indicators included participant satisfaction survey, instructor evaluation, and program expectations met. Fifth, the priority of the selected program development indicators was in the following order: financial support from the operating organization, implementation of carbon neutrality, expertise of teachers and instructors, program goals, and convenience facilities around the kitchen gardens. Sixth, concerned government officials prioritized, as development index, the financial support from the managing organization, adherence to safety management, expertise of instructors, coexistence with the natural environment, and protection of the ecological environment. In case of researchers, they prioritized financial support, availability of convenience facilities, program objectives, implementation of carbon neutrality, and expertise of instructors as development indicators.
