초록

After 1990’s, the Peruvian party system has been labelled as ‘the collapse’, ‘decomposition’ or ‘deinstitutionalization’, which has exhibited the importance of party system to democratic consolidation and the negative effect of inchoate party system simultaneously. This paper is attempted to evaluate Peru’s consolidation of democracy focusing on the political party system. In order to this work, the first section examines the political party system theory, the formation and institutionalization of the party system according to the characteristics and limitations of political parties in Peru. The next section explains the process of party system collapse focusing on Peruvian government’s policy performance and Fujimori’s anti-party politics. Finally, this paper suggests that the partial rebuilding of the current party system is incomplete and that many obstacles must be overcome for the institutionalization of the Peruvian party system and the consolidation of democracy.
