초록

본 연구는 탈북청소년이 처한 부적응 상황을 살피고, 이들의 부적응 요인과 영역을 분석하며 이들에 대한 적절한 조치 방안을 선교적 차원에서 탐색하고자 한다. 건강한 인간성 회복 및 유지는 건강한 가정과 사회를 구현하기 위한 기초인바, 이를 위한 교회의 관심과 구체적인 노력은 선교의 기회를 발견하는 단초가 된다. 따라서 탈북청소년을 위한 관심을 촉구하고 교회의 탈북청소년을 위한 선교의 영역을 발견하고 참여할 수 있는 분야를 제공하려 한다. 현재 탈북청소년의 가장 심각한 문제로 제기된 교육을 지원하는 대안학교의 활동이 어떻게 선교적으로 활용될 수 있는지를 확인하고자 한다.
남한 사회로 유입되는 탈북청소년의 증가 추세는 탈북청소년의 어머니가 단독으로 먼저 한국에 입국하는 것과 관련되어 있다. 현재 한국에 입국한 북한 이탈 주민의 수가 3만 명이 넘어섰는데 남성보다 여성이 높은 것으로 나타났다. 탈북청소년이 남한 사회 정착하는 과정에서 경험하게 되는 어려운 점들은 학교 교육, 문해력 이해, 심리적 상처와 그로 인한 질병, 사회적 편견 등이다. 이러한 문제들은 탈북청소년이 심리정서적인 고통을 겪게 할 뿐만 아니라 가난과 빈곤에 처하게 되고, 낮은 학력으로 인한 실업률로 이어져 한국사회에 문제를 야기하는 부담스러운 존재로 전락 할 수 있다.
탈북청소년을 위한 지원은 정부기관에서 이뤄지는데, 그것은 하나원 내의 3개월 교육이다. 한국 사회에 적응을 돕기 위한 것이며, 일반학교로 가기 위한 것이지만 불충분하다. 탈북과정의 학업 결손과 남한과 북한의 언어차이로 탈북청소년은 일반학교에서 적응하기 힘들어 중도 탈락률이 높다. 필자는 탈북청소년의 특수한 상황을 고려한 대안학교 교육이 시행되는 현 상황을 고려하여 실현가능한 실제 방안을 세 가지로 제안한다. 그것은 언어 문해력, 다양한 체험활동, 일반학교 적응을 돕는 대안학교이다.
이러한 상황에서 교회는 정부와 기독교 대안학교 및 국제선교단체와 함께 탈북청소년을 위한 사역을 마땅히 해야 할 필요성을 역사적 실례로 아펜젤러의 교육선교와 구약의 교훈 그리고 종교개혁자 칼빈의 선교사역과 로잔운동 문서를 통하여 발견하였다. 구약성경과 로잔문서는 탈북청소년을 위한 사역에 왜 참여해야 하는지, 무엇을 어떻게 할 수 있는지 제시한다. 이를 기반으로 본 연구는 탈북청소년을 위한 선교 전략 4가지로 제시하였다. 하나님께 예배드리는 가운데 탈북청소년은 인간존재에 대한 의미와 삶의 목적이 회복되고, 교회는 탈북청소년에 대한 이해를 선재로 해야 하고, 북한이탈주민들의 정서에 대한 공감을 지지해주는 교회의 기능을 강화, 남한과 북한 청소년을 위한 상호문화교육 및 청소년 비젼트립은 상호 인격 보호 신뢰 구현할 수 있는 방안이다.

영어초록

This study has been carried out to observe maladjusted situation for North korean refugee youths, to analysis a main cause and situation of maladjustment for them and to seek a mission practices of properly plan. Maintaining and recovering a healthy human nature is based on a healthy home and community. It is that the concern of church and specific endeavor is the beginning of discovering a mission opportunity. Therefore, This is to urge the church’s concern for North korean refugee youths, to discovery a mission field and to offer opportunity in participating in mission field. Raising an issue of the public education for North korean refugee youths is to resolve the issue with Alternative School. It is to ascertain how Alternative school’activities is able to be the missiological availability.
The growing trend of the influx of North korean refugee youths into South korean society is related to their mothers arriving in South korea alone. Now there are over 30,000 North korean refugees in south korea. The number is more women than men. North korean refugee youths who now reside in South korea has negative experiences. It is school education, literacy understanding and psychological wound with illness and social prejudice. The issue to North korean refugee youths is not only the psychological pain, but also a poverty and indigence and is able to be a burden on South korea society in unemployment rate due to lower academic standards.
The supports for North korean refugees youths have been made by government agencies. It is compulsory education at North Korean Refugees & Resettlement in three months. Even though the education is to help North korean refugee youths ease into their new environment and to enroll in middle school or high school, it is not enough. North korean youths born in a third county and later arriving in South korea is hard to gain basic education and have a language gap between North korea and South korea. It is hard for them to ease into middle school or high school and the cause of school dropout. In considering implementing governmentsupported alternative schools for North korean refugee youths in difficult circumstances, this study suggests a practical approach depending on the cause and circumstance of North korean refugee youths in three : Literacy education to make up for their lack of korean education, Various activities of helping wound healing through playing a musical instrument and mentoring, Alternative school helping North korean refugee youths study at public school.
In such a situation, the need of a ministry of church for North korean refugee youths is found with historical instance of education mission, lesson of the Old Testaments and mission of John Calvin and Lausanne documents. Why should the church participate in the ministry for North korean refugee youths and how can the church have suggested in the Old Testaments and Lausanne documents. This study has presented strategies of mission practice for North korean refugee youths in four : the worship in order to meet Jesus Christ and recovery wound, considering favorably North korean refugee youths without political ideology, reinforcing the ability of the church based on North korean refugees and being in sympathy with them, mutually trusted protection through intercultural education and short-term mission abroad.
