개발과 환경보전을 둘러싼 공공갈등의 재해석: 옹호연합모형과 갈등주기모형을 통해 본 국립공원 케이블카 설치 사업 갈등 (Reinterpreting a Public Conflict Over Development and Environmental Conservation: A Conflict in National Park Ropeway Project Through the Advocacy Coalition Framework and the Conflict Cycle Model)

초록

이 연구는 옹호연합모형과 갈등주기모형을 통해 설악산 오색 케이블카 설치 갈등사례에서 갈등구조가 어떻게 변화하였으며, 사업승인과 최종 부동의 결정 전까지 이해관계자의 행태 변화와 상호작용은 어떠하였는지를 찾아보고자 한다. 분석결과, 지자체와 환경단체의 지역개발과 환경보전 간 가치갈등이 시범사업 선정과정을 거치면서 환경부･환경단체와 지자체･지역주민 간 갈등구조로 변하였다. 2011년 재･보선과 2012년 총선 직후에는 선거 공약의 이행과 정치적 보복의 프레임에 따라 여당･지자체･지역주민과 야당･환경단체 간 갈등구조로 증폭되기도 하였다. 찬성 및 반대 옹호연합이 활용한 전략으로는 조직화, 프레이밍, 정치적 자본 활용을 들 수 있는데, 특히 갈등완화기까지 찬성 옹호연합에서 더욱 두드러지게 나타났다. 2015년 환경부가 사업승인으로 전환한 배경에는 문화융성을 국정기조로 내세운 정치체제 지배연합의 변화라는 외부충격의 영향이 자리 잡고 있었다. 사회적 약자를 위한 사회적 형평성의 내부충격도 정책변동의 경로로 일부 작용한 반면, 정책중개자인 문화체육관광부와 환경부 간 입장 조율은 수평적이고 자발적인 협상과 타협에 의한 정책변동 경로는 아니었다. 분석결과는 환경보전을 최우선시하면서 동시에 새로운 개발가치를 창조하는 보전지향의 개발 프레임에 대해 재인식하고, 개발과 보전 가치가 충돌하는 과정에서 합의가능성을 제고할 수 있는 참여적 의사결정기법을 활용할 필요가 있음을 시사한다.

영어초록

This study aims at exploring how the conflict structure changes and how the behaviors and interactions of stakeholders change in the conflict case of the installation of the ropeway in Sorak mountain through the advocacy coalition framework and the conflict cycle model. The conflict between the regional development value of local government and the environmental conservation value of environmental organizations has changed into a structure between the Ministry of Environment, environmental organizations and local governments, local residents. After the 2011 re-election and the 2012 general election, it was amplified by the conflict structure between the ruling party, local government, local residents, and opposition party, environmental organizations by the implementation of the election pledge and political retaliation. The strategies used by the advocacy coalitions include organization, framing, and the use of political capital, and these strategies are more prominent from the pro-side advocacy coalition. In 2015, the Ministry of Environment turned to approval of the project, which was influenced by the external shock of the change of the political system governing union, which promoted cultural prosperity. the internal shock of social equity to guarantee cultural enjoyment of the socially underprivileged also acts as a channel for policy change, while the coordination of positions between the Ministry of Culture, Sports and Tourism as a policy broker and the Ministry of Environment was not a path of policy change caused by horizontal and voluntary negotiations and compromises. The results imply that it needs to have the recognition of a conservation-oriented development frame that prioritizes environmental preservation and creates new development value, and utilize intensive engagement to increase the likelihood of consensus.
