공항 입지선정 요인 척도 정량화 및 가중치를 고려한 복수공항 입지선정 연구 (A Study on Multiple Airport Site Selection Considering Quantification and Weight of Airport Site Selection Factor Scales)

초록

지속적으로 성장하는 항공교통 수요를 처리하기 위해 복수공항의 개념으로 신공항 건설이 다시 중요한 이슈로 부각되고 있으며, 국내 일부 지역에서는 복수공항 체제로의 신공항 도입이 고려되고 있다. 이는 과거 김포국제공항의 포화를 고려하여 인천국제공항 건설을 사례로 들 수 있다. 본 연구에서는 FUZZY 기법과 AHP 기법을 결합하여 공항의 후보지에 대한 입지선정 요인을 평가하고, 각 요인들의 가중치를 고려하여 최적의 공항 입지를 선정하기 위한 방법을 제시하였다. AHP 분석을 통해 공항 입지선정에 고려되는 요인이 지닌 상대적 가중치를 계층화하였고, 요인들 간의 객관적인 비교를 위해 정성적/정량적 요인들의 데이터를 FUZZY화하여 일관성 있게 정량화하였다. 즉, AHP 분석에서 얻어진 가중치 값을 FUZZY 결과에 반영하여 공항 후보지 대안들을 정량적으로 평가하였고, 그 결과를 통해 최적안을 도출하는 방법을 제시하였다. 공항 입지선정 요소들은 정량적 요소와 정성적 요소들로 구성되어 있기도 하고, 요인 간 상호 비교를 하는 데에는 한계가 있다. 따라서, 요인들의 일관성 있는 비교를 위해 입지선정 요소들을 5점 척도로 통일하였다. 또한, 공항이라는 특수환경에 대한 전문가의 의견을 반영하기 위해 AHP 분석을 통해 요인마다 고려되는 우선순위, 즉 가중치를 입지선정 평가에 반영하였다. 본 논문에서는 FUZZY-AHP 기법을 소개하고, 사례 분석을 통해 공항 입지선정 요인들에 대한 객관적 평가결과를 비교하였을 뿐만 아니라 가중치를 반영함에 따라 공항 입지선정 후보지에 대한 최종 결정에 미치는 효과를 확인할 수 있었다. 공항건설은 막대한 투자비가 소요되며 국토의 효율적 이용뿐만 아니라 국가 균형발전에 미치는 영향과 해당 지역의 사회․경제․문화적 파급효과가 상당하기 때문에 입지선정은 무엇보다 신중해야 한다. 결론적으로 공항운영의 안전성을 고려하는 것 이외에도 신공항의 건설 필요성과 목적을 효과적으로 반영하여 여객과 화물의 편리한 이용을 통해 항공수요를 지속적으로 창출하기 위한 공항입지 선정의 중요한 기준으로 삼아야 할 것이다.

영어초록

In order to handle the continuously growing demand for air traffic, the construction of a new airport with the concept of multiple airports is again emerging as an important issue, and in some regions of South Korea, the introduction of a new airport with a multiple airport system is being considered. An example of this is the opening of Incheon International Airport, considering the saturation of Gimpo International Airport in the past. In this study, the FUZZY method and the AHP method were combined to evaluate the location selection factors for airport sites, and a method for selecting the optimal airport location was presented by considering the weight of each factor. Through AHP analysis, the relative weight of the factors considered for airport location selection was stratified, and the data of qualitative/quantitative factors were FUZZYed and quantified consistently for objective comparison between each factor. That is, the weight values obtained from the AHP analysis were reflected in the FUZZY results to quantitatively evaluate the airport site alternatives, and the optimal alternative was derived. Airport site selection factors are composed of both quantitative and qualitative factors, and there is a limit to mutual comparison between factors. Therefore, for a consistent comparison of each factor, the site selection factors were scaled on a 5-point scale. In addition, in order to reflect the expert’s opinion on the special environment of the airport, the priority, that is, the weight, considered for each factor was reflected in the site selection evaluation through AHP analysis. In this paper, the FUZZY-AHP technique was introduced, and through case analysis, objective evaluation results for airport site selection factors were compared, and the effect of considering the weights on the final decision on airport site selection was confirmed. Airport construction requires enormous investment and has significant impact on balanced national development as well as efficient use of national land and social, economic, and cultural ripple effects in the region. Therefore, decision-making of airport location selection should be done with utmost care. In conclusion, in addition to considering the safety of airport operation, the need and purpose of construction of a new airport should be effectively reflected and used as an important criterion for selecting an airport location to continuously create air demand through convenient use of passengers and cargo.
