미국 초단타 매매 거래 전략들의 문제점 및 규제에 관한 연구 (Study on the Strategies of and Regulation on the U.S. High Frequency Trading)

초록

미국 주식 시장에서의 거래 체결 방식은 전통적으로는 증권 거래소 플로어에서 주식 브로커들이 고객들을 위하여 수동으로 체결하는 것이었는데 기술 발달로 인하여 컴퓨터의 알고리즘 코딩을 이용하여 초속도로 계약을 체결하는 초단타 매매가 도입되었다. 이러한 초단타 매매는 시장의 유동성을 추가적으로 공급해 준다는 장점이 있는 반면 일반 투자자들을 기망적 방법으로 이용하여 초단타 매매 거래자들이 이득을 취할 수 있는 우려가 있다는 단점이 동시에 존재한다.
초단타 매매에는 수동적 시장 조성, 차액 거래 전략, 구조적 전략, 방향성 전략, 약탈적 전략 등이 있다. 이러한 전략들에는 불법적인 요소가 있으며 더구나 2010년 5월 6일 플래시 크래시 사건이후 SEC는 초단타 매매를 규제하기 위해서 서킷 브레이커와 상한 하한 파라미터 시스템을 도입하기에 이르렀다. 무조건적 규제보다는 초단타 매매 거래자들을 해당 거래소에 시장 조성자로서 등록 시켜 투명성을 향상시키고 변동성이 큰 시장에서도 거래를 계속하도록 하여 변동성을 감소시키며, 초단타 매매 거래 회사들에게 내부 위험 관리 시스템을 확립시키는 방향으로의 규제가 필요할 것이다.

영어초록

Speed allows for increased frequency in opening and closing positions in various securities, which subsequently allows High Frequency Trading (HFT) systems to profitably capture small deviations in securities prices. Typically, HFT traders collect tiny gains, usually measured infractions of a cent, in large volumes of shares traded throughout the day.
HFT traders using a liquidity-provision strategy act as traditional market makers, and are the markets' principal liquidity providers. HFT allows for fast transactions to occur, thereby narrowing spreads, lessening market risks, and improving efficiency. Further, arbitrage strategies exploit pricing differences between common securities quoted on competing trading platforms. In addition, as for a predatory strategy, by being the fastest obtainer of market data via co-location arrangements and data center feeds, HFT traders profit by exploiting slower market participants who offer executions at stale prices.
After the Flash Clash event on May 6, 2010, it is clear that run-away algorithms are a real threat, and could disrupt the market with disastrous effects. The SEC has acted quickly to implement circuit breakers in an attempt to curb the danger of a rogue algorithm. This article addresses whether these circuit breakers are an appropriate measure, and whether additional measures are necessary to implement in order to guard against a potential malfunction of algorithm trading in the U.S. market. The additional measure could be to introduce a limit up/ limit down parameter system in order to prevent the need to halt trading in false-positive trade situations that would otherwise trigger the circuit breakers. Finally, when SEC and other regulators are about to introduce a new regulatory measure, the important guidelines should exist as follows.
First, regulations need to improve transparency, and thus SEC needs to impose large trader reporting requirements on the HFT traders. Second, regulations need to limit volatility. Accordingly HFT traders engaged in a liquidity-provision strategy should be required to register as market makers on the exchanges on which they trade, and they shall stand ready to buy and sell a particular stock on a regular and continuous basis at a publicly quoted price even when the market becomes extremely volatile. Finally, regulators should impose internal risk management requirements within the HFT firms themselves.
