초국적 협력체제로서의 ‘해역(海域)’ : ‘흑해(黑海)’ 연안의 경험 (The Black Sea Region as Cross-border Symbiotic Society and Multilateral Cooperation System)

초록

이 연구의 목적은 흑해 연안과 해역(海域)간의 초국적 협력과 네트워킹 경험들을 사례로 하여 그 운영체제 및 성과와 한계점을 살펴보고, 21세기 새로운 초국적 협력체제로서의 ‘해역(海域)’이 우리에게 갖는 여러 시사적 의미를 생각해 보는 것이다. 흑해 연안지역은 근대 국민국가 체제가 형성된 이후, 문명적으로 동유럽과 서남아시아를 나누는 지리적 경계가 되어 왔다. 근대 이후 오랜 시간에 걸쳐 다양한 민족이 대립과 공존의 삶을 영위해 온 흑해지역은 잠재적 분쟁의 근원이자 문화적 풍요함의 원천이기도 했다. 즉 흑해지역은 동․서 문명의 문화적 단층선(fault line)이자 지정학적 유배지(banishment.)의 중심에 있었으며, 다양한 인종분쟁과 정치적 분쟁으로 점철된 역사를 가지고 있는 단절의 공간이기도 하였다. 1980년대 냉전체제의 종식 이후에는 흑해 연안에서 국제적 헤게모니와 힘의 균형이 변화하였고, 1990년대 중반부터는 괄목할 만한 경제성장을 이루면서 그 결속력이 강화되었다. 지금 흑해의 각 연안지역은 경제와 산업중심의 지역특성을 살려 다방면에서 국경을 넘은 교류와 협력을 진행하고 있다. 여기에는 흑해경제협력기구(BSEC), 흑해무역개발은행(BSTDB), 국제흑해클럽(IBSC), 흑해대학네트워크(BSUN), 흑해시민단체네트워크(BSNN) 등의 가시적인 네트워크 체제가 해역(海域)의 정체성을 기반으로 작동하고 있다. 이런 사례를 토대로 이 연구는 흑해 연안의 경험에서 얻을 수 있는 교훈들이 향후 우리나라와 동북아시아 연안에서도 적용될 수 있는 하나의 가능성을 새롭게 제안한다. 즉 동북아시아에서 역내 정치․안보적 안정성 확보, 여러 초국경적 협력사업을 펼칠 수 있는 여건으로서의 초국적 경제기구와 금융제도, 협력적 이니셔티브와 통합교통망의 구축, 초국경적 정체성 배양과 문화적 소통의 필요성을 결론으로 제시하고 있다.

The Black Sea Region is the complex area and the cross-road of civilizations, Because of different types of nations co-exist in terms of the size, the economic and political development, military forces and cultural-social-religious traditions. The end of the Cold War brought important changes in the Black Sea region, former periphery of East-West Blocs. In other words, The post-Cold War period has seen the emergence of the Black Sea as a region of key strategic importance. As a conduit point for energy pipelines, The Black Sea region and its surrounding states are inextricably linked with the exploitation of energy resources in the Caspian Sea, the Caucasus, and Central Asia.
The conflict and cooperation are two dynamics that have shaped the political economy and international relations around the Black Sea region since the early nineties. Recently, the heightened risk of ethnic conflict, territorial disputes, and instability has been matched by new opportunities for regional cooperation on pressing economic and ecological matters. But, a cooperative approach is additionally hampered by nationalistic tendencies and significant gaps in economic development between individual countries.
To date, the Black Sea represents a paradox in terms of conflict and cooperation, of unity and diversity. Its degree of heterogeneity exceeds that of many others. At the same time, the elements of unity have been growing, owing in part to the Europeanization process currently sweeping the region. However, this process is not free from conflicts and setbacks. Neo-nationalism, separatism and civil wars have undermined integration and the regionalism scenario.
From this view, the Black Sea region is increasingly becoming a priority on the international agenda. In the Black Sea Region, the collapse of the Soviet regime has been encouraging the relation and the competition between the civilizations, between the religions and between the political orders. Under such circumstances, the new movement of cross border region-building started in 1992 in the Black Sea Region. Despite the negative structural environment and the persistence of a high security dilemma, cooperative efforts among the Black Sea actors - primarily state elites but increasingly non-state actors - have been advancing, even though slowly. So, What are the prospects for the Black Sea region? This Study Guide is some cases that cross-border network and cooperation system in the Black Sea Region. Focusing on the major initiatives in the Black Sea region, this study aims to analyse the characteristics and meanings of the cross border network and cooperation system in the Black Sea Region. The purposes of cross-border network and cooperation system were a high degree of integration achievement between the Black Sea region countries, coordination of social and economic, ecological, cultural and educational development in the Black Sea region. Finally, this study discussed the success and failure of cross border network and examine several important factors which will significantly influence on its future development in the Black Sea Region.
