‘해외 초ㆍ중등학교 한국어 교육과정(2021)’ 개선 방안 연구 (A Study on the Improvement of ‘the Korean Language Curriculum in Overseas Elementary and Secondary Schools(2021)’)

초록

본 연구는 ‘해외 초ㆍ중등학교 한국어 교육과정(2021)’이 해외 초ㆍ중등학교 한국어 개별 교육과정 및 교재, 평가 도구 개발의 준거로서 활용될 수 있는 타당한 등급 체계와 내용 체계를 갖추고 있는지 비판적으로 분석하고 그 개선점을 제안하는 것을 목적으로 한다. ‘해외 초ㆍ중등학교 한국어 교육과정(2021)’의 개발은 해외 초ㆍ중등학교 한국어 교육의 국제적 통용성 확보와 체계적 실행에 중요한 기반을 제공하였다. 한편 이 교육과정은 국제적 통용성에 과도하게 초점이 맞추어져 등급 체계와 내용 구성 시 해외 초ㆍ중등학교 교육 현장의 환경 요인과 특성에 대한 고려를 충분히 하지 않았다는 한계를 갖는다. 본 연구의 주요 논의점과 개선 제안 내용은 다음과 같다. 첫째, 해외 초ㆍ중등학교의 한국어 교육 시간 및 외국어 교육과정의 도달 목표 수준 등을 고려할 때 최종 도달 수준을 하향 조정하고, 기본 숙달도 단계인 A1, A2 등급을 세분화하는 것이 필요하다. 둘째, ‘해외 초ㆍ중등학교 한국어 교육과정(2021)’ 개발 과정에서의 논의를 바탕으로 한국어 교육의 내용 체계를 명시적으로 제시해야 하며, 나아가 해외 초ㆍ중등학교 한국어 교육의 특성을 고려해 내용 체계 전반을 재정립할 필요가 있다. 셋째, 해외 초ㆍ중등학교 한국어 학습자의 요구와 한국어 의사소통 환경에 대한 조사를 실시하고 그 결과를 반영해 교육과정의 특성에 맞게 교육 목표 및 능력 기술문을 재구성하는 것이 필요하다. 넷째, ‘해외 초ㆍ중등학교 한국어 교육과정(2021)’이 각 국가나 지역의 교육 여건과 요구에 맞는 한국어 교육과정 설계, 교과서 개발, 평가 도구 개발 등을 하는 데 준거가 되는 자료로서 기능하므로 그 명칭에서 교육과정이 아닌 ‘참조 기준’과 같은 용어를 사용하는 것이 적합하다.

영어초록

The purpose of this study is to critically analyze whether ‘the Korean Language Curriculum in Overseas Elementary and Secondary Schools(2021)’ has a valid scale of the level and descriptive scheme that can be used as a reference criteria for the development of individual Korean language courses, textbooks, and evaluation tools in overseas elementary and secondary schools, and to suggest improvements. The development of ‘the Korean Language Curriculum in Overseas Elementary and Secondary Schools(2021)’ provided an important foundation for securing international compatibility and systematic implementation of Korean language education in overseas elementary and secondary schools. On the other hand, this curriculum has a limitation in that it does not fully consider the educational conditions and characteristics of overseas elementary and secondary schools when constructing the common reference scale and the structure of the descriptive scheme. The main points of discussion and suggestion for improvement in this study are as follows. First, considering the Korean language education hours of overseas elementary and secondary schools and the target level of reaching the foreign language curriculum, it is necessary to lower the final level of reach and subdivide the A1 and A2 levels, which are the basic level of proficiency. Second, it is necessary to explicitly present a descriptive scheme of Korean language education based on discussions in the development process of ‘the Korean language curriculum in overseas elementary and secondary schools(2021)’ and further reestablish the overall descriptive scheme in consideration of the characteristics of Korean language education in overseas elementary and secondary schools. Third, it is necessary to conduct a survey on the needs of Korean language learners in overseas elementary and secondary schools and the Korean communication environment, and to reflect the results to reorganize the educational goals and skills to match the characteristics of the curriculum. Fourth, Since ‘the Korean Language Curriculum in Overseas Elementary and Secondary Schools(2021)’ functions as a reference material for designing Korean language curriculum, developing textbooks, and developing evaluation tools that meet the educational conditions and needs of each country or region, it is appropriate to use terms such as reference criteria rather than curriculum in its name.
