초･중등학교 교양농업교육을 위한 외국의 동향 분석 (Analysis of Foreign Trends for General Agricultural Education in Elementary and Secondary Schools)

초록

이 연구는 초·중등학교 교양농업교육이 충실하게 운영되고 있는 미국, 일본, 네덜란드의 교양농업교육 운영 사례를 분석하고 시사점을 도출하여 우리나라 초·중등학교 교양농업교육의 발전 방향을 탐색하는 데 그 목적이 있었다. 이를 위하여 문헌연구에 해당하는 내용 분석 방법을 활용하여 해당 국가의 교육부 공식 자료, 농업 관계 기관의 연구보고서 및 연구물, 우수 운영 프로그램 및 사례 등을 분석하였다. 분석 준거는 교양농업교육을 교육과정과 교육과정 외 프로그램으로 구분하고, 운영 체계와 교육 내용으로 하였다.
외국의 초·중등학교 교양농업교육은 표준화된 국가 수준의 교육과정 개발, 다양한 교수·학습 자료의 개발 및 지원, ‘플랫폼(platform)’ 구축 및 지원, 교육과정을 통한 교양농업교육의 충실한 운영, 교육과정과 교육과정 외 프로그램의 유기적 연계 등이 이루어지고 있었다. 이러한 결과를 통하여 우리나라 초·중등학교 교양농업교육의 발전을 위해서는 국가 수준의 교양농업교육 개념과 범위 재설정, 체계 개편, 교양농업교육 체험을 위한 교과 간 융합 프로그램 개발 및 보급, 지역별 교양농업교육 지원센터 설립, 인적·물적 네트워킹, 교육 플랫폼(platform) 구축 등이 필요하다는 것을 알 수 있었다.
따라서 초·중등학교의 교양농업교육을 발전시키기 위해서는 국가 수준의 교육과정에 의해 정상적으로 운영될 수 있도록 적극적인 방안을 모색할 필요가 있다. 교육과정 외 프로그램을 다양하게 개발하여 국가 수준의 교육과정과 연계·운영할 수 있는 여러 가지 방안을 강구할 필요가 있다. 그리고 전문가 T/F 팀을 구성하여 초·중등학교 교양농업교육의 위상과 역할, 중요성 등부터 체계적으로 접근하여 변화와 성과가 나타날 수 있도록 할 필요가 있다.

영어초록

This study analyzed the cases of general agricultural education in the United States, Japan, and the Netherlands, where general agricultural education in elementary and secondary schools are being faithfully operated, and drew implications to explore the development direction of general agricultural education in elementary and secondary schools in Korea. For this purpose, the official data of the Ministry of Education of the country concerned, research reports and research articles of agricultural- related institutions, and excellent operating programs and cases were analyzed using the content analysis method.
General agricultural education in foreign elementary and secondary schools included the development of a standardized national-level curriculum, development and support of various teaching and learning materials, establishment and support of a 'platform', faithful operation of general agricultural education through the curriculum, and an organic link between the curriculum and other programs. Through these results, for general agricultural education in elementary and secondary schools in Korea, the concept and scope of general agricultural education at the national level, system reorganization, development and distribution of inter-subject convergence programs to experience general agricultural education, establishment of regional general agricultural education support centers, human and material networking, and the establishment of an educational platform were necessary.
Therefore, in order to develop general agricultural education in elementary and secondary schools, it is necessary to seek active measures so that it can be operated normally according to the national level curriculum. It is necessary to develop a variety of programs other than the curriculum, and to come up with various ways to link and operate the national-level curriculum. In addition, it is necessary to organize an expert T/F team to systematically approach the status, role, and importance of general agricultural education in elementary and secondary schools so that changes and outcomes can be achieved.
