한국화교의 초국가주의 실천과 다중 정체성 (Transnationalism Practice and Multiple Identities of Overseas Chinese in Korea)

초록

한국에 이주 정착한 중화민국 국적자 ‘한국 화교’는 아주 특별한 역사 과정을 거치면서 여러 차례의 정체성 변화를 경험했다. 국제 이주 집단으로서 ‘한국 화교’가 한국 사회에서 어떠한 정체성을 가지고 생활하는지를 분석하는 것은 다문화 시대를 준비하는 한국 사회가 반드시 진행해야 할 연구 주제이다. 1992년 한중 수교와 더불어 ‘한국 화교’ 사회는 또 다른 구성원(소위 신 화교)을 맞이함으로써 매우 복잡한 구성을 갖게 되었다. 예전부터 살아왔던 ‘舊 화교’와 한중 수교 이후 새롭게 진입한 ‘新 화교’로 구분되는 화교 사회로 재구성되고 있는 중이다.
일반적으로 ‘한국 화교’라 불리는 ‘구 화교’는 일제강점기의 제도적 제한, 역대 한국정부의 배화 정책, 양안 간 이데올로기 대립의 시대적 배경 하에서 중화민족 정체성과 중화민국 국가정체성을 강하게 확립하게 되었다. 그러나 ‘한중수교’, 영주자격 부여와 지방선거 참정권 부여 등 일련의 역사 과정을 거치면서 한국 화교의 구 화교 사회는 초국가적 사회 공간을 구축했고, 다중적 정체성을 형성했다. 이들에게서 표출되어지는 ‘다중 정체성’은 결코 그들이 주동적으로 선택한 결과가 아니다. 그것은 오히려 이주민이 겪어야 하는 시대와 환경의 결과물로 인정되어야 한다. 역사가 만들어 낸 환경 속에서 생존을 위해 초국가적 활동 공간을 구축하고, 자신들이 가진 정체성의 스펙트럼을 확장하고 있다는 열린 시각으로 한국 화교 사회를 바라볼 필요가 있다.

영어초록

Overseas Chinese in Korea are nationals of the Republic of China who immigrated to Korea and experienced multiple identity changes in their unique historical process. Analyzing how to adapt as an international immigrant group in Korean society is a realistic research topic for Korean society as it prepares for the multicultural era. With the establishment of diplomatic relations between Korea and China in 1992, the Overseas Chinese in Korea gained another group (so-called New Overseas Chinese) making its composition very complex. It is being reconstructed as a new society of Overseas Chinese in Korea that is divided into ‘Old Overseas Chinese’ and ‘New Overseas Chinese’ who entered after the diplomatic relations between Korea and China.
The Overseas Chinese in Korea have strongly established their Chinese ethnic identity and the national identity of the Republic of China under the historical backgrounds such as institutional restrictions of the Japanese occupation, the Korean government's boycott policy of overseas Chinese, and the ideological confrontation between China and Taiwan. However, the Overseas Chinese in Korea has established a transnational social space and formed multiple identities through a series of historical processes, including the establishment of diplomatic relations between Korea and China in 1992, the IMF economic crisis in 1997, and the granting of permanent residency status in 2002 and the approval of right to vote in local elections in 2005. The ‘multiple identities’ expressed by the Overseas Chinese in Korea are not the result of their own choices; rather, they should be recognized as the result of the times and circumstances that the migrants have to go through. It is necessary to look at the Overseas Chinese in Korea with an open mind that they are expanding the spectrum of their identities by building transnational spaces of activity in order to survive in the environment created by history.
