생태민주주의와 생태공동체적 사유 (Ecological Democracy and Thoughts Proper to Ecological Community)

초록

환경과 생태 민주주의(ecological democracy)는 자연과 인간의 소통체계를 회복하고자 하는데 있다. 그리고 이것이 근대의 제도내에에서 불가능한 것이라면, 생태적인 원리가 구체화된 대안제도들이 논의되고 실험하는 장(場)이 되어야 한다. 생태민주주의의 사회로 가기 위한 전략은 녹색 공공영역의 확산 및 활성화, 공공영역의 급진화가 필요하다. 생태민주주의의 기획은 민주주의의 가치를 살리면서 생태적 합리성을 높여 나갈 수 있는 근본적인 기획이라 할 수 있다. 생태적 합리성은 지구의 한계에 대한 인식을 기반으로 하여 재구성된 것이다. 즉 한계의 인식은 자연과 인간의 관계, 자연의 존재방식, 그리고 인간의 인식능력 모두를 재평가하고자 하는 것이다. 다시 말해 한계의 인식이란 지구생태계가 인간의 사회활동의 결과로 빚어진 오염을 정화하고 항상성을 유지할 수 있는 자정능력, 인간의 사회활동을 지탱할 수 있는 능력, 그리고 생태과정을 이해하고 조절할 수 있는 능력 등에 이미 한계를 안고 있다는 인식이다. 생태적 합리성은 도구적 합리성을 넘어서는 의사소통적 합리성에 기반을 두지만 이것을 넘어서는 보편적 합리성인 것이다. 따라서 생태민주주의는 자기의 이익을 넘어 공동체의 구성원으로서 인류, 그리고 자연을 고려한 이념이어야 한다.
생태공동체는 국가보다는 시민사회의 공적 영역을 민주화의 주된 대상으로 삼는다. 이제껏 전통적인 민주주의의 논의는 국가의 민주화에 초점을 맞추어 왔다. 특히 서구에서는 개인보다 상위, 국가보다는 하위의 사회적 공간이고, 기능면에서는 국가와 경제에 의해 에워싸일 수 없는 모든 사회적 상호작용이며, 그 구성의 핵심은 의식적 자발적 결사체들의 형성과 그리고 조직화된 커뮤니케이션 관계에 있다. 생태민주주의는 공동체 지향적인 측면을 갖는다. 생태민주주의는 공적인 문제에 시민들이 참여한다. 즉 시민들이 공동체의 관점에서 판단하여 기본적으로 공동체 지향적인 측면이 강하다. 특히 토의과정에서 상대방을 설득하기 위해서는 자기 자신의 사익에 근거하기 보다는 상대방의 이익이나 공동체 이익의 관점에서 토론해야 한다. 따라서 생태민주주의는 생태적 가치를 활성화시킬 수 있는 긍정적 가치를 이기적 이익이 아닌 공동의 이익을 지향한다. 공동체의 이익 중에서 먼저 그 공동체 사회가 기반을 두고 있는 생태적 토대가 온전히 보존될 수 있어야 한다

영어초록

Environmental and ecological democracy is to recover the communicating system between the nature and mankind. If this is impossible to achieve within the institution of modern times, alternative systems in which ecological principles are materialized should be fully discussed and experimented. The strategy for advancing to the ecological democracy requires the expansion and revitalization of green public areas as well as the radicalization of public areas. The planning of the ecological democracy can be said to be a fundamental planning that can enhance the value of the democracy and increase the ecological rationality. The ecological rationality is one that has been reconstituted on the basis of the recognition of the limit of the Earth. In other words, the recognition of the limit is made to revaluate the way of existence in nature, mankind's cognitive ability, and the relationship between the nature and mankind. It means that the recognition of the limit is to recognize already–existing limits in number of different capabilities: the self–cleansing property, with which global ecosystems could purify the contamination resulting from the activities of human society and maintain the homeostasis; the ability to sustain the activities of human society; and the ability to understand and regulate the ecological process. Although ecological rationality is based on communicating rationality that goes beyond instrumental rationality, it is also universal rationality that lies beyond the former. Therefore, ecological democracy must be an ideology that rises above self advantage, and considers the nature and mankind as members of the community.
Ecological community takes the public areas of the civil society rather than the nation as the main target of democratization. Until now, the conventional debate on democracy has been focused on the democratization of a nation. Especially, in the West, the public area of the civil society means a social space above individuals and below a nation, and functionally means all the social interactions not enclosed by a nation and economy. The core of the constitution lies in the conscious and voluntary formation of associations as well as in the systemed communication relationships. Ecological democracy is to some degree community–oriented. In ecological democracy, citizens participate in public issues. In short, ecological democracy is basically more community–oriented than not since citizens make a judgment from a standpoint of a community. Particularly, one should discuss from the perspective of the advantage of the other party or the community instead of the personal interest when one wants to persuade the other party in discussions. In conclusion, ecological democracy aims for the common advantage rather than the selfish advantage and for the positive value that can invigorate the ecological value. Among the advantages of a community, first of all, the ecological foundation, on which the society is based, should be wholly preserved.
