동북아공동체 구축가능성과 디아스포라의 역할 - 디아스포라 공동체 형성을 중심으로 - (The Study on the Possibility of Constructing Northeast Asia Community and the Role of Diaspora: for the Formation of Diaspora Community)

초록

이 연구의 목적은 글로벌시대 경제적, 문화적, 안보적 장벽을 초월하여 공통적인 이해와 관심으로 과거의 아픈 경험을 완전히 극복하고 동북아의 민주적이고 개방적인새로운 ‘디아스포라공동체’의 출현 가능성을 살펴보는데 있다. 특히 기존연구에서는 동북아공동체의 단계적 실행방안으로서 문화공동체, 경제공동체, 안보공동체의 형성 등을 주장하기도 하지만 이 논문에서는 향후 동북아시아가 지향해야할 인류평화의 핵심역할자로서 디아스포라공동체(Diaspora Community)의 형성과 역할에 대하여 논의하고자 한다.
지역적으로 보면 한반도를 둘러싼 한국, 중국, 일본은 과거 식민지경험, 기근과 전쟁으로 가장 많은 디아스포라를 발생시킨 국가들이다. 글로벌시대 전 세계적으로 분포되어 있는 한중일 3국의 코리언디아스포라 약700만 명, 화인디아스포라 약4,500만명, 일계인디아스포라 약260만 명의 디아스포라 집단은 디아스포라공동체의 핵심구성원이 될 수 있는 가능성이 상당히 높아졌다. 디아스포라공동체의 구상과 형성은 네트워크 구축을 통한 동북아 지역 국가간 교류확대와 상호이해의 증진, 그리고 동북아지역의 평화와 안정을 유지하는데 큰 역할을 기대할 수 있을 것이다.
사례를 통한 연구결과를 요약하면 다음과 같다. 첫째, 디아스포라공동체는 자국을 떠나 생활하는 사람들이 형성한 공동체이기 때문에 거주국의 경제, 문화, 정치적 관계를초월하여 인종차별에 맞서 범지구적연대가 가능하다. 둘째, 글로벌시대 거주국에서 혼성적 정체성을 가진 디아스포라집단은 정부나 국가단위보다는 디아스포라집단 중심의 지방자치단체나 NGO시민단체, 지식인연대 등 다양한 민족과 단체간의 연대가 가능해졌다. 셋째, 한중일 국가간 민감한 사안인 영유권문제, 역사왜곡, 야스쿠니신사참배, 종군위안부문제, 과거청산, 군비확산과 핵위기 등에 있어서도 디아스포라공동체가동북아에서 평화실현을 위해 중심역할을 담당할 수 있을 것이다.
결론적으로 말하면 글로벌시대 디아스포라집단은 국민국가의 경계의 틀을 벗어나 거주국에서 초민족공동체(trans-ethnification)를 형성하고 있다. 이들은 디아스포라집단간의 연대를 통해 거주국의 국가정책이나 전환을 시도하거나 결정짓는 역할까지도 담당하고 있다. 이러한 점에서 초국가시대 디아스포라공동체의 형성은 점차 중요성이 강조되고 있으며 그들의 역할과 영향력은 점점 확대되고 있다고 볼 수 있을 것이다.

영어초록

This paper aims to confirm that under the globalization era, after removing the barriers of economy, culture and security, eliminating all problems left over by history completely, and then it is very possible to appear a democratic, open and new Diaspora community in the Northeast Asia area. Although previous studies had talked about culture community, economic community and security community in the implementation phase of Northeast Asian community, this article is trying to discuss that as the core member of human peace in Northeast Asia, the formation of Diaspora community and the decisive role of it will take in the future.
From the geographical point of view, around the Korean Peninsula, China,Japan, South Korea, the same colonial experience as well as famine and war, making them become the largest Diaspora countries in the world. Therefore, there are about 7million Korean, 45million Chinese and approximately 2.6million Japanese distributed around the world. These distributed people from these three countries had formed certain Diaspora groups, and these Diaspora groups also made these three countries becoming the core members in Diaspora community. Here the conception of Diaspora communities is trying to through the construction of network among Northeast Asian countries to achieve these aims, which is to expand the exchanges and promote mutual understanding among these countries, and also trying to play an important role in maintaining peace and stability in this region.
Through analyzing the cases, we can make conclusions as follows：first,Diaspora community is made up of these people who leave their motherland, so they can live beyond the political, economic and cultural relation of their resident countries, becoming the pan-regional ties without racial differences. Second, under the globalization era, compared with the government and official groups these multiidentified Diaspora communities are very likely to be the lies among the local municipality, NGOs, intelligentsia groups and many other ethnic groups. Third,china, Japan and Korean these three countries are always considering these sensitiveness issues like territorial dispute, historical distortions, the Yasukuni Shrine, comfort women issue, clearing old accounts, military and nuclear proliferation etc. It seems that Diaspora community can take a core role in the way to achieve the peace of Northeast Asia.
In conclusion, in the globalization era, Diaspora is trying to eliminate the national boundaries, and forming a trans-ethnification in the resident country. Through the bond between these Diaspora groups, it will carry out effect on national policy making of the resident country. From this aspect, we can say that in the transnationalism,the formation of Diaspora communities is becoming more and more important, and its role and influence are also constantly expanding.
