한국과 독일 청소년의 수입, 지출, 부채실태에 관한 비교 연구 (A comparative study of income, expenditure and indebtedness patterns of Korean and German adolescents)

초록

본 고는 새로운 사회문제로 제기되고 있는 한국청소년의 부채 실태를 독일청소년과 비교분석한 경험적 연구로서, 청소년의 수입과 지출, 부채비율과 액수, 부채원, 부채의 원인과 결과, 부채극복방법 등에 대한 실태분석을 바탕으로 한국 청소년의 경제관리에서 제기되는 문제점을 지적(가치분석)하고 있다. 본 고의 비교에서 나타난 한국청소년 부채의 문제점을 요약하면, 수입에 비해 부채액이 높고 또한 부채의 원인이 주로 소비를 위한 지출이라는 점이다. 수입원과 부채극복방법에 대한 분석에서 나타난 문제점은 부채의 심각성에 대한 인식 부족과 문제 해결의 소극적 자세인바, 이는 청소년의 부모에 대한 높은 의존성에서 기인한다. 이와 더불어 경제관리에 대한 경험 미숙과 신용카드의 남용은 청소년 부채의 주 원인으로 나타났는바, 가정은 물론 학교에서 경제적 자립심 육성과 경제관리 교육에 대한 방안이 요구된다.

영어초록

Many empirical studies and media reports confirm that the indebtedness of young people has significantly increased over the past few years. The increase of credit card use and the aggressive and subtle advertisements of the credit institutes are being considered to be the main cause of this development. This article describes the income‐, expenditure‐ and indebtedness patterns of youngsters in Korea and Germany. Since indebtedness is a result of asymmetrical managing of income versus expenditures, we will first take a look at the income‐ and expenditure patterns of young people. Next we will examine the indebtedness situation and analyse the amount of debts, the portion of indebted youngsters, the cause as well as the consequences of the indebtedness, and finally we will look at strategies the youths apply in order to reduce their debts.
The results of the comparative analysis indicate that Korean adolescents have a much higher level of debts than the German youths. Even though the portions of the indebted or insolvent young people are approximately equal in both countries, the amount of debts of the Korean youngsters is significantly higher when compared to their income than it is for their German counterparts. Particularly critical is the fact that Korean students, who are not yet working, have the highest levels of debts. When it comes to creditors, the Korean young people, especially the students, will go to a credit institute or use their credit cards when they experience financial difficulties. This of course worsens their indebtedness. Instead of working on the self perceived dominant causes of their indebtedness, i.e. the insufficient economic planning and the high expenditures for consumer goods like clothing, Handy and jewellery, they will either do nothing at all or they will seek help from their parents.
The results show that on the one hand the Korean adolescents are very dependent when financial matters are concerned and they very much depend on their parents for financial support. On the other hand the results repeatedly confirm that the problem of indebtedness of Korean youngsters is related to the blindfold and unsystematic use of their credit cards. In order to change this situation, appropriate political and educational promotions are called for.
