다문화가정 청소년의 사회통합형 범죄안전지표 개발에관한 연구 (A Study on the basic research for Integrated social community development crime and safety indicators of Multicultural juvenile)

초록

이 연구에서는 다문화사회 대비 사회통합형 범죄안전지표를 개발하는 것이 연구의 주된 목적이다. 연구의 목적을 달성하기 위하여 이 연구에서는 경찰학, 사회복지학, 사회학, 범죄학, 행정학과 관련된 학계 및 연구원, 정보 또는 외사업무 담당 경찰관, 다문화가정 관련 기관(지방자치단체, 사회복지기관, 다문화가족지원센터, 아동청소년지원센터)의 담당자를 대상으로 2015년 10월 23일부터 2016년 3월 4일까지 총 3회에 걸쳐 델파이 조사를 실시하였다.
이 연구에서 제시한 지표명은 다문화청소년 사회통합형 범죄안전지표이며, 주된 구성 지표는 다문화가정 청소년 비행예방지표, 다문화가정 청소년 비행대응지표, 다문화가정 청소년 범죄피해 현황 지표, 다문화가정 청소년 범죄현황 지표, 다문화사회 위험 및 갈등 지표의 총 5 가지 기준지표로 구성되어 있다.
이 연구의 결과를 구체적으로 살펴보면 다음과 같다.
첫째, 1차 델파이 조사결과 5개의 대분류 지표명에 필요한 중분류 지표는 총 23개로 도출되었다. 이중 각 분류된 지표별로 의미가 유사하거나 동일하다고 판단되는 지표들을 통합하거나 제거하여 최종적으로 총21개의 중분류, 총 59개의 지표안이 도출되었다.
둘째, 2차 델파이 조사결과 1차 델파이 조사 분석에 사용된 총 59개의 지표안 중 15개를 제외한 총44개의 지표안이 도출되었다.
셋째, 3차 델파이 조사결과, 2차 조사를 통하여 도출된 총44개의 지표안 중에서 평균값이 3.90미만이며, 표준편차가 .800이상인 지표항목을 제거하여 총42개 지표항목으로 도출되었다.
이 지표는 다문화가정과 다문화가정 청소년들을 위한 정책의 수립과 진단, 다문화가정 구성원으로서 다문화가정 청소년들의 삶의 질을 개선하기 위한 근거로 활용될 수 있으며 예측 가능한 행정 시스템을 구축하는데 기여할 수 있을 것으로 기대된다.

영어초록

In today's multicultural families is rapidly increasing, and is a member of the multicultural juvenile of multicultural families suffer damage and the flight of those connected to the risks is an integral in our society, and also is closely related with the national costs are excessive. In other words, the presence of an integrated society crime safety indicators based on whether or not the cost of the risk in our society, whether this occurs can be largely dependent. Therefore, the quantitative expansion of the home care about multiculturalism, along with the establishment of the policy direction that are appropriate for these to discover objective as an integrated society crime safety indicators are needed.
This is a necessity because in contrast to the multicultural society this study society integrated crime safety indicators the main purpose of this study was to develop. In order to achieve the purpose of the study this study, a total of 3 times, and police investigation throughout the Delphi studies, social welfare, sociology, Criminology, public administration and related academics and researchers, information or a police officer, in charge of Multicultural Affairs home oesa related institutions (local authorities, social welfare agencies, multicultural family support center, a support center for the children and young adults) to target the owner of October 23 in 2015-2016 March 4 improved localized survey, performed to investigate the deployment. 3rd survey questionnaire results extracted from the SPSS version 21.0 of each assessment item, Kendall's W can be a major priority of the verification through an analysis of indicators suited to derive the factors above.
In other words, in this study proposed an integrated multicultural juvenile community crime safety indicators are expressed, and the main indicator of multicultural juvenile delinquency prevention component indicators, the corresponding indicators of juvenile delinquency from multicultural families, multicultural juvenile criminal damage status indicators status indicators, multicultural juvenile crime, multicultural society based on risk and conflict indicators indicative of the total of five.
If you look at the results of this research, specifically as follows.
First, the primary classification index for Delphi survey indicated the five required for all 23 were drawn with a classification of the indicators. This indicator is a multicultural families and the establishment of a policy for multicultural juvenile from multicultural families, multicultural families as members from multicultural families and to improve the quality of life of multicultural juvenile can be utilized as a basis for a predictable administrative system are expected to be able to contribute to.
