아동ㆍ청소년참여위원회의 운영실태 분석과 개선방안 (A Study on Analyzing the Present Administration of the Participation Committee and Suggesting the New Participation Policy Schemes for the Children and Adolescents in Korea)

초록

이 연구의 목적은 전국 16개 시ㆍ도 아동ㆍ청소년참여위원회(이하 참여위원회)의 운영 실태를 조사하여 분석하고, 이를 기초로 아동ㆍ청소년참여위원회의 개선방안을 제시하는 것이다. 이를 위해 정보공개청구제도를 활용하여 자료를 수집했고, 수집된 자료를 바탕으로 지방자치단체별 참여위원회의 위원구성, 운영주체, 활동내용 및 정책반영여부를 분석했다. 이 연구의 결과는 다음과 같다. 첫째, 전국에서 충청북도만 참여위원회를 운영하지 않고 있으며, 15개 시․도의 위원은 2007년 총 439명(평균 29명)에서 2008년 총 308(평균 21명)명으로 감소했다. 참여위원 선발과정은 2개 시ㆍ도는 추천을 통해, 3개 시․도는 공개모집을 통해, 8개 시․도는 추천과 공개모집 두 가지 방법을 혼용하여 위원을 선정했으며, 2개 시ㆍ도는 정확한 자료가 제시되지 않았다. 참여위원으로 선발된 위원 중 학생이 99% 이상이고, 비학생은 1% 이하였으며 학생 중에서는 고등학생이 평균적으로 60% 정도였다. 둘째, 운영주체를 확인한 결과 2개 시ㆍ도만 참여위원회를 직접 운영했고, 12개 시ㆍ도는 청소년관련단체에 위탁운영했다. 셋째, 15개 시ㆍ도의 참여위원회의 공통활동은 대부분 일회성 행사이고, 시ㆍ도별 특별활동은 캠페인 등 홍보 위주의 행사이며, 이들 활동의 정책반영은 제한된다. 연구결과를 근거로 아동ㆍ청소년참여위원회의 개선 방안으로 참여위원 구성 시 대표성 확보, 소수자 아동․청소년 참여위원의 선정, 시ㆍ도의 직접 운영, 정책제안활동내용의 강화, 참여위원회의 법적 근거 확보를 위한 조례 제정, 아동ㆍ청소년 참여를 지원하는 성인 촉진자의 양성훈련 등이 제안되었다.

영어초록

The purpose of this study is to analyze the present administration of the Korean children and adolescents’ participation committee and suggest the new policy schemes for securing the participation right of the child and adolescent in Korea. Based on the literatures about participation and the collected data by utilizing the demand system for opening data to the public, the present administration of the participation committee in the sixteen local governments was reviewed and analyzed by the objective framework. The main results of this study were as follows. First, Chung-cheong Province didn’t administer the children and adolescents’s participation committee. The number of the participation committee in the fifteen local governments has been decreased from 439 (the mean number was 29) in 2007 to 308(the mean number was 21) in 2008. The two local governments has decided the participation members by recommendation, the three local governments has decided the participation members by internet public advertisement, and the eigth local governments has decided the participation members by recommendation and internet public advertisement. Among them, students were over 99% and non-students were less than 1%. Especially students in high schools were over 60%. Second, only the two local governments has administered the participation committee directly, the twelve local governments has consigned the participation committee to the other organizations. Third, the participation committee’s common activities in the fifteen local governments were mainly one time events and the specially characterized activities in every fifteen local governments were mainly campaigns for public relations, which couldn’t be fed back to a participation policy for the children and adolescents. Based on the research results, some new policy schemes for securing the participation right of the children and adolescent in Korea are suggested.
