초록

일본도 역시 우리와 비슷한 상황으로 청소년의 인성교육이 일상생활과 연결되지 못하고 왕따, 등교거부, 교내폭력 등의 많은 문제에 봉착하고 있다. 따라서 일본 문부과학성은 인성교육이 일상생활과 연결되기 위한 일환으로 <차세대를 담당할 청소년의 자립 육성방안>에 대해 자문을 구했다.
청소년은 사회의 일원이며 예비 사회인이다. 즉, 사회적 존재로서 인성교육이 필요하며 일정한 역할을 담당해야한다는 의욕을 갖고 성장해야 한다.
자문을 받은 일본 중앙교육심의회는 청소년의 의욕에 나타나있는 현상과 과제에 대한 연구 성과를 정리했다. 그리고 청소년들의 의욕을 고취시키고 심신의 동반 성장을 촉진시키기 위한 중요한 시점과 구체적인 대책 5개 항목을 제언하였다.
5개의 제언은 어른들의 과제이다. 즉, 가정, 학교, 지역사회, 기업의 어른들은 5개의 제언을 충실히 인식하고, 적극적으로 행동해서 청소년이 올바르게 성장하도록 관여해야 한다. 이것은 우리 전통 사회에서 볼 수 있는 도덕교육과 공통점이 많다. 가정교육의 중요성과 아버지의 역할을 주장하며 자녀에게 가사분담의 책임을 갖게 한다. 지역의 모든 어른들이 솔선수범하여 도덕교육에 임하는 공동체의식은 전통사회의 또 다른 모습이다.
그리고 문부과학성에서는 자녀 교육의 어려움을 해결하는데 도움이 되는 『가정교육수첩』을 작성하여 배부하고 있다.

영어초록

Like Korea, Japan also faces similar challenges in terms of character education that is not happening outside of school, which leads to many problems such as bullying, refusal to attend school and school violence. Therefore, Ministry of Education, Culture, Sports, Science and Technology of Japan consulted on the ‘about making teenagers independent who will lead the next generation’ in order to make character education part of their every day life.
Teenagers are the members of society and the future leaders. In other words, they need to grow up knowing that character education is essential and they need to take a certain social roles and responsibilities. The central council for education in Japan to which the Ministry has consulted has arranged the work on the states and challenges of teenagers’ will to become independent. The council has proposed 5 items to inspire teenagers’ will and promote both physical and mental growth.
1. Cultivate the foundation of teenagers’ will to become independent at home.
2. Promote field work and activities in teenagers’ life, and see the trial and errors of teenagers and how they grow up by polishing themselves.
3. Adults in the community should lead teenagers to achieve self-realization while building relationships with the society.
4. Support each individual teenager and help them grow.
5. Adults should take responsibilities of issues that are accompanied by the rapid distribution of mass media.
These five proposals are the responsibilities of adults. In other words, adults at homes, schools, communities and companies should keep these five proposals in mind and be positively and actively engaged in the growth of teenagers. This has many similarities with the moral education in Korea’s traditional society. We emphasize the importance of education at home and the role of a father while dividing household chores for children. The community spirit that focuses on moral education led by adults in the community is another aspect of our traditional society.
