초록

동두천 성병관리소는 독재와 산업화의 그늘로 얼룩진 한국 현대사의 아픔을 간직한 건축물이다. 동두천 성병관리소는 미군과 한국 정부가 미군 기지촌 성매매 여성들의 성병을 관리하면서 성병 검사에서 통과하지 못한 여성을 강제로 격리 수용한 시설로, 1973년부터 1990년대까지 운영하다 1996년 완전 폐쇄된 후 지금껏 방치되어 왔다. 2023년 2월 동두천시가 ‘소요산 관광지 확대 개발 사업’을 추진하며, 성병관리소 부지를 매입‧건물철거 계획을 밝힌 후 지역 주민 사회에 건물철거 추진단체와 건물보존 시민단체의 갈등이 지속되고 있다.
대한민국 정부는 1961년 11월 9일 ‘윤락행위 등 방지법’을 제정하여 성매매를 금지하면서도, 예외적으로 미군기지 반경 2㎞를 ‘특정 지역’으로 규정해 성매매를 허가했다. 1960~1970년대 대한민국 정부는 미군 주둔지마다 기지촌을 조성했다. 1969년 제정된 전염병 예방법 시행령 제4조에는 미군 기지촌 성매매 여성을 ‘위안부’라고 공식적으로 규정했다.
대한민국 정부는 1969년부터 ’기지촌 정화운동‘을 추진하여, 1971년 12월 기지촌정화위원회를 발족하였다. 1970년대 전국적으로 성병진료소가 세워진 것은 미 사령부와 한국 정부의 협력체인 ‘한미 합동위원회’가 주도한 ‘기지촌 정화운동’의 결과였다. 기지촌 정화운동의 핵심은 성병 관리였다. 미군의 자유로운 성 매수를 보장하기 위해 성병 관리는 필수였고, 그렇게 생겨난 곳이 성병관리소이다. 전국적으로 40여 곳이 운영되었으며, 경기도에만 6곳이 운영되었다. 6곳 중 남아 있는 건물은 동두천 성병관리소가 유일하다.
대한민국 정부는 경찰과 보건소‧미군이 합동단속을 통하여 검진증이 없거나 성병검사 탈락자를 찾아냈고, 성매매 여성들을 곧바로 ‘성병관리소’라 불리는 시설에 강제격리 수용하였다. 격리 수용된 기지촌 성매매 여성들은 신체적 부작용이 많은 페니실린을 무차별적으로 투여 받는 등 인간의 존엄과 신체의 자유 등 헌법상 기본권을 침해당했다. 2022년 9월 29일 대법원은 기지촌 성매매 여성 100여 명이 국가를 상대로 낸 손해배상 청구소송에서 정부 주도의 성병관리소 운영이 국가폭력이라는 점을 인정했다.
역사적 현장이나 건축물을 개발의 논리에 밀려 없애버리거나 원래 모습을 알아볼 수 없을 정도로 변형하게 되면 그것을 기억하는 세대들이 사라지고 나면 후일 후속세대들은 무슨 건물이었다는 알림판이나 표석만으로는 온전한 역사를 기억할 수 없다. 남아있는 국가폭력의 역사적 현장과 건축물들은 원형보존토록 해야 한다.

영어초록

The Dongducheon STD Clinic is a building that bears the scars of modern Korean history, marked by the shadows of dictatorship and industrialization. The Dongducheon STD Control Center was a facility where the U.S. military and the South Korean government managed sexually transmitted diseases (STDs) among women in U.S. military camp towns, forcibly quarantining those who failed to pass STD tests. The facility operated from 1973 until the 1990s, was completely shut down in 1996, and has remained abandoned ever since. Since February 2023, when Dongducheon City announced its plan to purchase and demolish the site as part of the Mt. Soyosan Tourist Attraction Expansion and Development Project, ongoing conflict has arisen between those advocating for its demolition and citizen groups seeking to preserve it.
The South Korean government enacted the Prohibition of Prostitution Act on November 9, 1961, banning prostitution, but it made an exception by permitting prostitution within a designated area located within a 2-km radius of U.S. military bases. In the 1960s and 1970s, the government established “camp towns” at each US military base. Article 4 of the Enforcement Decree of the Infectious Disease Prevention Act, enacted in 1969, officially categorized women engaged in prostitution in these camp towns as “comfort women.” In 1969, the government launched the Camp Town Purification Movement, followed by the establishment of the Camp Town Purification Committee in December 1971. As part of the Base Camp Cleanup Movement, led by the ROK-U.S. Joint Committee—a cooperative body between the U.S. military command and the South Korean government—STD clinics were constructed nationwide throughout the 1970s. The primary focus of the Base Camp Cleanup Movement was the management of STDs, which was considered essential for ensuring unrestricted sexual access for U.S. military personnel, leading to the establishment of STD clinics.
Through joint crackdowns by the police, health centers, and the U.S. military, the government apprehended women who lacked a medical examination certificate or failed STD tests and forcibly quarantined them in STD Management Centers. These women were subjected to the indiscriminate administration of penicillin, which had numerous physical side effects, violating their human dignity and constitutional right to bodily freedom. On September 29, 2022, in a lawsuit filed by approximately 100 former military camp town women seeking damages from the government, the Supreme Court of Korea acknowledged that the government-led operation of STD clinics constituted state violence.
If historical sites or buildings are demolished or altered beyond recognition in the name of development, the generations that remember them will disappear, and future generations will be unable to grasp their historical significance merely by reading a sign or monument. Therefore, historical sites and buildings associated with state violence must be preserved in their original form.
