중국 과학기술 혁신정책과 중국식 현대화의 연계성 연구 (A Study on the Link between China's Science and Technology Policy and Chinese-Style Modernization)

초록

중국 시진핑 지도부가 강조하는 ‘새로운 질적 생산력’(新質生産力)에 대해 “미래 생산성 향상을 촉진하기 위해 막대한 기술 투자를 동원하는 것”이라고 분석하며 중국공산당 제20기 중앙위원회 제3차 전체회의(3중전회)에서 성장모델을 재확인 한 바 있다. 이를 반영하여, 2024년과 2025년 정부업무보고는 디지털 경제(Digital Economy) 시대에 맞춘 과학기술혁신정책과 기술 국산화를 통한 중국식 현대화를 지속적으로 강조하였다.
이에 본고는 중국의 과학기술혁신정책이 중국경제의 지속가능 성장과 기술 국산화로이어지는 모습과 함께 그것이 궁극적으로 중국식 현대화로 연계되고 있음을 분석했다.
그 이유는 중국식 현대화의 다섯 가지 주요 내용이 중국식 현대화를 위한 과학기술의발전의 중요성을 반영하고 있기 때문이다. 중국식 현대화는 신질생산력과 내수확대의연계를 통한 고품질발전 구축, 공공서비스 및 분배 시스템 구축, 글로벌사우스 확대, 순환경제 생태계 구축, 인류운명공동체 확산으로 해석될 수 있다.
2024∼2025년 ｢정부업무보고｣에서 전기자동차(EV), 신소재, AI, 바이오 등 전략적 신흥산업 중심의 경제구조조정 의지 때문이라는 해석도 존재한다. 이는 새로운 질적 생산력 제고를 강조하고 그것을 위해 전략적 신흥산업의 육성과 과학기술의 내재화를도모한다는 ｢정부업무보고｣의 내용을 통해 일정 부분 파악할 수 있다.
그 결과, 중국의 주요 수출 품목이 전 세계 수출시장점유율에서 그 비중을 확대하는원인을 기술 내재화를 위한 과학기술정책의 적극적인 지원 속에 가능했다고 볼 수 있다. 그것은 중국 과학기술정책과 기술 내재화의 근본적인 변화가 이루어진 2015년 <중국제조2025> 전략의 추진 이후 전 세계 수출시장점유율이 확대되었기 때문이다. 이는다시 중국식 현대화에 있어 매우 핵심적인 사항으로 작용할 것이다.

영어초록

On the “new qualitative productivity(新质生产力)” emphasized by the Chinese Xi Jinping leadership, he analyzed that “it is to mobilize enormous technological investment to promote future productivity improvement.” He reaffirmed the growth model at the third plenary session of the 20th Central Committee of the Communist Party. Reflecting this, the government work report for 2024 and 2025 continued to emphasize Chinese-style modernization through science and technology innovation policies and technology localization in line with the era of the digital economy.
In response, this paper analyzed China's science and technology innovation policy, which leads to sustainable growth and technology localization of the Chinese economy and is ultimately linked to Chinese-style modernization. The reason is that the five main contents of Chinese-style modernization reflect the importance of developing science and technology for Chinese-style modernization. Chinese-style modernization is defined as a high-quality development through linkage with new qualitative productivity and domestic demand expansion, a public service and distribution system, a global south, a circular economy ecosystem, and a human destiny community.
In the 2024-2025 Government Work Report, there is also an interpretation that it is due to the will to restructure the economy centered on strategic emerging industries such as electric vehicles (EVs), new materials, AI, and bio. That is partially understood through the Government Work Report, which emphasizes the improvement of new qualitative productivity and promotes the development of strategic emerging industries and the internalization of science and technology for that purpose.
As a result, it can be seen that the reason why China's major export items expanded their share in the global export market share was possible with active support from science and technology policies for technology internalization. That is because the global export market share had expanded since the promotion of the 2015 <Made-in China 2025> strategy when fundamental changes in China's science and technology policy and internalizational competitiveness were made. Therefore, in turn, will act as a very key issue in the Chinese-style modernization.
