Recently, Increase of crime against safety of people livelihood needs fundamental reexamination concerning public order measure of government. Goal of policing is changing ; taking a step forward, conventional police action of crime regulation oriented is changed to system of crime prevention oriented that is community police action. In this situation, a neighborhood patrol can be regarded as representative cooperative public order system which is essential for citizen’s participation.
Supposing search legislative consideration concerning support and foster of neighborhood patrol,first, in present-day society, respondence strategy of crime is desired that community and police make the most of cooperative public order system’s characteristics.
Second, manpower and budget of the state police consequential public order demand explosion and limitation of the nature of public order conditions which is solution of national public order pending issue need to supplement. Every time violent crime occur, the state police had better forge crime prevention and declare system greenly than profound absolute lack of public order manpower. Third,in order to resolve various public order problem of community economically, they unify manpower and budget, and it follow supplementation in ordinance revitalize activity of neighborhood patrol.
For such legislation of neighborhood patrol , there are some measures to resolve. Merely when looking into management of neighborhood-patrol until now, they should overcome political slant in community. For amicable the relationship between the police and a local government, the region as support manpower of public order and limitation in the pursuit of its duties should be considered.
Above all, we unite various public order support-group ; <A Green Mother’s Association,Mother’s Neighborhood-patrol, The Marine Corps Society, Administrative Commission and so on except existing neighborhood-patrol>and organize them. And then, support needs to be unified.
Neighborhood-patrol needs to stabilizer concerning political neutrality securement because it is feared that this represents political bias. And we make that volunteer for community.
Work area, requirements, responsibility of neighborhood-patrol should be established unambiguously.
Support-work of police administration is open to violation of human rights due to the nature of policing; there are many cases that limit rights, liberty of nation. Through an examination of qualification, we should dispel worries before selecting and utilizing them because it can be provoked a quarrel.
Tightening select requirement, unqualified people such as repeat offender, adult entertainment establishment manager, executive of particular political party, alcoholics, a disorderly person and criticized person should be excluded in advance.
We need also damage reward-system while on duty and penalty concerning crime. Inevitable personal damage in carrying out policing with police is desirable that consider a reward-measure in official accident compensation.
For making advanced country type public order system ; improve quality of life, spontaneous cooperation of community and citizen, ‘collaborative constitutionalism’ through wide communion with agencies should be premise.
