초록

본 연구에서는 지방 중소도시의 도시재생 주체가 노인이라는 점을 바탕으로 주민역량강화사업이 노인 맞춤형 역량 강화프로그램으로 제공되었을 때, 지역사회의 주체로서 노인의 역량변화를 분석하고자 하였다. 주민역량강화사업을 통한 노인의 역량 변화 이외에도 노인의 삶의 질에 영향을 미치는지 살펴봄으로써 지방 중소도시의 도시재생에서 주민역량강화사업이 노인 맞춤형 역량 강화 프로그램으로 제공되었을 때의 의미를 분석하고자 하였다.

영어초록

In the past, urban regeneration in Korea began at a physical level, but the proportion of residents’ participation gradually increased. As a result, various projects are being promoted by each local government that aim to strengthen residents’ capabilities, but questions may arise as to whether such projects actually have practical effects on residents. In order to achieve the essential purpose of urban regeneration, the strengthening of residents’ capacities must be made by considering regions, targets, and processes. Because the main population of small and medium-sized cities comprises older adults, it is inappropriate to support the elderly to act as a local subject only with the existing resident capacitybuilding method. In terms of urban regeneration, appropriate support for older adults is required, and based on this idea, this study conducted a resident capacity reinforcement project for residents aged 65 or older in an urban regeneration project area of Chungju. The meaning of the project, to strengthen resident competencies (tailored to older adults) in terms of urban regeneration, was confirmed by analyzing the residents’ quality of life and the impact on their overall daily life due to changes in their capabilities as they were the subject of the local community. Reliability was secured by conducting a study in which each analysis result was complemented by a single group pre-post design and participatory observation.
This study suggests that there is a need for urban regeneration projects to strengthen resident capabilities, in particular with older adults, in order to achieve their original purpose in small and medium-sized cities.
