공론화 참여자와 비참여자의 인식분석: 서울-광주지역 주민을 중심으로 (What Makes Deliberative Process Better? Comparing the Perceptions of Participants and Non-participants in the Deliberative Process in Seoul and Gwangju)

초록

본 연구의 목적은 공론화 절차 참여자와 비참여자의 개인적 인식 요인(공동체의식, 시민역량, 정부역량에 관한 인식) 및 제도적 인식 요인(숙의과정설계의 대표성, 포괄성, 공정성, 정보제공, 소통성, 영향력에 관한 인식) 분석을 바탕으로, 숙의과정의 설계 및 개선을 위한 정책제언을 도출하는 것이다. 연구의 대상은 공론화 절차가 진행된 바 있는 서울특별시와 광주광역시 주민이다. 분석결과 참여자-비참여자 집단 간 통계적으로 유의미한 차이가 존재하였으며, 전반적으로 참여자들의 개인적 인식 요인과 제도적 인식 요인에 대한 인식이 비참여자에 비해 더 긍정적이었다. 참여자, 비참여자 모두 정부역량에 대해서는 부정적이었으며, 상대적으로 비참여자의 정부역량에 대한 부정적 인식이 더 강하게 나타났다. 또한 제도적 인식 요인에 대해서 참여자는 포괄성, 공정성, 소통성을, 비참여자는 대표성, 영향력, 정보제공을 비교적 더 높게 평가하고 있어, 참여경험이 숙의과정설계의 세부 요인에 대한 인식의 차이를 가져왔다는 점을 확인하였다. 이를 통해 공론화 절차는 단순히 참여자들에게만 영향을 미치는 것이 아니라, 언론보도 등을 통해 공론화 절차를 지켜보는 일반주민들에게도 긍정적인 영향을 미치며, 상대적으로 참여자로서의 경험이 숙의과정설계 및 개인의 공동체의식, 시민역량, 정부역량에 관한 인식 제고에 더 큰 영향을 미친다는 것을 알 수 있다. 본 연구는 분석결과를 바탕으로 향후 공론화 절차의 활성화를 통한 주요 정책 결정 및 갈등관리 등이 필요하며, 이와 더불어 시민들 대상의 다양한 참여기회 제공의 필요성을 강조하였다.

영어초록

The purpose of this study is to generate policy suggestions for designing and improving deliberative processes based on the analysis of participants’ and non-participants’ perceptions of individual factors. These factors include sense of community, citizen capacity, and government capacity, as well as institutional factors such as representativeness, inclusiveness, fairness, information provision, communication, and influence of the deliberative process. The subjects of this study are residents of Seoul and Gwangju Metropolitan City, which had been in the deliberative process. The analysis shows that there is a statistically significant difference between participants and non-participants. Overall, participants in the deliberative process have more positive perceptions about both personal and institutional factors than non-participants. Both participants and non-participants have negative perceptions about government capacity; relatively, the non-participants’ negative perceptions are stronger. In addition, the results confirm that the participation experience leads to a difference in perception of detailed factors of deliberative process. Specifically, the participants consider inclusiveness, fairness, communication as more important sub-dimensions among the institutional factors, while the non-participants focus more on representativeness, influence, and information provision. In this sense, it can be seen that the deliberative process not only affects participants, but also the general residents who observe the deliberative process publicly through media reports. The experience of being a participant has a greater impact on the design of the deliberation process and on awareness of the individual community, citizen capacity, and government capacity. Based on the results of the analysis, this study emphasizes the necessity of providing various opportunities for citizen participation in relation to decisions on major policies and conflict management through the activation of deliberative process in the future.
