디지털전환 시대에 자동차 부품산업의 직업훈련 실태와 정책과제 (Current Status of Vocational Educational Training in the Auto Parts Industry in the Age of Digital Transformation and Policy Tasks for Improvement)

초록

20세기 산업의 총아였던 자동차산업은 디지털전환 시대를 맞이하여 거대한 도전에 직면하였다. 이에 정부는 산업 경쟁력 향상과 노동자들의 고용안정성 강화를 위해 디지털전환과 관련된 직업훈련 정책을 추진하였다. 본 연구는 이러한 정부의 직업훈련 정책이 현재의 디지털전환 시대에 효과적인 직업훈련과정의 제공으로 이어지는지를 분석하고 그에 대한 정책적 보완과제를 제시하는 데 목적이 있다. 연구결과 국내 자동차 부품업체에서 진행되고 있는 디지털전환은 자동화에 초점이 맞춰져 있고, 숙련향상에 대한 관심이 매우 적은 것으로 나타났다. 생산직 대상 훈련의 대다수는 양성과정의 OJT 훈련으로 제한되고, 복합 공정과정을 담당하는 일부 기술직 및 연구개발 인력의 경우 향상훈련에 대한 수요가 존재하지만, 정부지원을 받아 운영된 훈련과정은 현장 수요를 따라가지 못하는 것으로 나타났다. 한편, 국가주도의 산업정책에서 탈피하여 2022년부터 정부지원 아래 산업계가 주도하는 산업전환 공동훈련센터의 경우에도 직업훈련에 대한 인식과 준비의 부족으로 산업현장의 직업훈련수요가 제대로 반영되지 않는 것으로 나타났다. 이러한 직업훈련 수요-공급의 미스매치를 개선하기 위해 디지털전환, 친환경 생산으로 대표되는 산업전환의 구체적 비전 아래 필요한 훈련 수요를 발굴하고, 산업 변화에 유연하게 대응할 수 있는 직업훈련 정책의 개선이 요구된다.

영어초록

The automotive industry, one of the most popular industries of the 20th century, is facing a major challenge in the age of digital transformation. Since production, sales and service are much more flexible than before, jobs require enormous capacity for innovation. In order to improve the competitiveness of the industry and the job security of workers in the medium to long term, the government promoted vocational educational training measures related to the digital transformation. In this context, the aim of this study is to analyze whether the VET policy of the government provides an effective VET that meets the needs of companies in the current age of digital transformation and to suggest complementary policy tasks. As a result of the study, it was found that the digital transformation in domestic auto parts manufacturers is geared towards automation, and interest in upskill is very limited. Therefore, most training for production workers is limited to the on the job training. There is a need for training for some technical professionals and R&D staff responsible for complex processes, but state-supported vocational educational training cannot keep up with the demand in this area. On the other hand, even in the case of an industry-led joint training center with state support from 2022 that breaks away from the state industrial policy, it was found that the demand for vocational training in the industrial environment was not adequately addressed due to insufficient awareness and preparation. In order to improve this mismatch between demand and supply for vocational training, it is required to discover necessary training demand under the concrete vision of industrial transformation represented by digital transformation and eco-friendly production, and to improve vocational educational training policies that can flexibly respond to industrial changes.
